P&C software for Budget and Annual Accounts
The municipality of Edam-Volendam wants to consolidate and improve the realization of its Planning & Control cycle (P&C cycle) in the same high-quality way in the future. This quality impulse is twofold, a consolidation is sought in the quality of the implementation of budget changes and in the preparation of P&C documents (including the budget, annual reports and management reports). Therefore, the municipality of Edam-Volendam is looking for a software solution in which both multiannual budgeting and the P&C documents can be created, the investments can be included and the risks can be managed. The subject of this Voluntary Transparency is a software solution that can meet these requirements. This notice is used to make the intended choice of procedure known to the market in advance and to give interested parties the opportunity to raise any concerns they may have. To give the quality impulse that the municipality of Edam-Volendam has in mind, she is looking for a software solution. In general, the requested functionalities of the solution are as follows: - Budget management by account holders and budget holders; - Drafting the multi-annual financial budget according to a set workflow; - Preparation of P&C documents; - Being able to edit P&C documents simultaneously (by multiple employees); - Accountability of policies according to a set workflow; - Retrieve data from Unit4 ERPx (financial system) via a link. - Risk management - Investment administration For a more comprehensive list of the wishes and requirements for the functionalities of the P&C software and services, please refer to the Program of Requirements (Annex 1)
