Elia has been appointed as transmission grid operator, in accordance with the law of 29.4.1999 concerning the liberalisation of the electricity market and supervises the safety, reliability and efficiency of the Transmission Grid;
Elia must therefore ensure the provision of the requisite ancillary services – in particular Tertiary Control Power – in accordance with Art. 249 et seq. of the Grid Code;
In this context, Elia intends to qualify suppliers for the supply of Tertiary Control by CIPU Technical Units. When qualified, the selected suppliers are invited to sign a framework for the products mentioned above, governing:
— the organization and participation in the procurement for the service mentioned above,
— the provision of the service mentioned above.
The principles described in this framework are non-negotiable.
As other suppliers can sign this framework at any time, allowing them to provide this service, Elia assures that all suppliers are treated equally in this framework.
The qualification and signature of the General Framework are obligatory for the participation in the procurement and the provision of the service.
ELIA is entitled to evaluate, at any time, whether the Supplier remains compliant with the conditions for qualification. If it is confirmed that the Supplier does no longer comply with these conditions, the Supplier is not qualified anymore and is not considered as a selected supplier.
This version of the General Framework for Tertiary Control by CIPU Technical Units replaces the previous version of the General Framework for Tertiary Control by CIPU Technical Units (update of November 2018).
