Description

The object of the public procurement is the ‘supply of goods effected by purchase’ within the meaning of Article 3(1)(2) of the Public Procurement Act (ZOP) and aims to conclude framework agreements with potential contractors for the supply and purchase of low-voltage (LV) twisted insulated conductors with a carrier neutral, in accordance with the conditions and requirements of the contracting authority. The subject-matter of the contract was not divided into lots and included estimated quantities for the duration of the framework agreement of 48 (forty-eight) months, as follows: Material name / Short name of the material / Estimated quantity, m. 1 Insulated twisted wire (TWC) 0,6/1 kV with carrier neutral, with XLPE insulation, with Al core - 3 x 35+54,6 mm2 TWC with carrier neutral,AI - 3x35+54.6 mm2 350 000 2 Isolated twisted wire (TWC) 0,6/1 kV with carrier neutral, with XLPE insulation, with Al core - 3 x 50+54,6 mm2 TWC with carrier neutral,AI - 3x50+54.6 mm2 350 000 3 Isolated twisted wire (TWC) 0,6/1 kV with carrier neutral, with XLPE insulation, with Al core - 3 x 70+54,6 mm2 TWC with carrier neutral, AI - 3x70+54,6 mm2 TWC with carrier neutral, AI - 3x70+54.6 mm2 600 000 4 Isolated twisted wire (TWC) 0, 6/1 kV with carrier neutral, with XLPE insulation, with Al core - 3 x 95+70 mm2 VKL with carrier neutral, AI - 3x95+70 mm2 200 000 5 Insulated twisted wire (VKL) 0.6/1 kV with carrier neutral, with XLPE insulation, with Al core - 3 x 150+70 mm2 VKL with carrier neutral, AI - 3x150+70 mm2 20 000 Participants must bid all types of cross-section wires on the subject of the contract. As a result of this procedure, the contracting authority will conclude framework agreements for a period of 48 (forty-eight) months with up to 8 (eight) potential contractors ranked from first to eighth place (inclusive), provided that there is a sufficient number of tenders that meet the contracting authority's pre-announced conditions. Provided that there is not a sufficient number of tenders that meet the pre-announced conditions of the contracting authority, the latter may also conclude a framework agreement with fewer than 8 (eight) potential contractors. Award criterion: The award criterion for determining the most economically advantageous tender shall be ‘lowest price’. The first place shall be taken by the participant offering the lowest total value. The resulting total value, calculated on the basis of estimated quantities and unit price of the good, serves only for the purposes of evaluation. The framework agreement will be concluded at unit prices until the maximum value of the contracts is reached. The maximum value of all awards under specific contracts concluded on the basis of the framework agreement is BGN 11 858 000 excluding VAT. The framework agreement shall lay down in advance the terms of the contracts to be concluded during its term, including the terms relating to the prices of forthcoming supplies under specific contracts concluded on the basis of the framework agreement. An integral part of the framework agreement shall be the draft specific contract and the procedure for its conclusion shall be laid down. For the conclusion of each specific supply contract awarded under the framework agreement, the contracting authority will conduct the internal competitive selection provided for in the Public Procurement Act to appoint a contractor for each specific contract between the persons with whom a framework agreement has already been concluded and will appoint a contractor for the respective contract, based on the criterion: ‘lowest price’. The invitation to participate in the conduct of subsequent public procurement contracts for the supply and conclusion of a specific contract, on the basis of the framework agreement, will determine the estimated quantities and the type of goods to be delivered for a period of time determined by the contracting authority. Based on the estimated quantities, the maximum value of the specific contract will be determined. Text automatically translated in your browsing language Automatically translated
