Description

The purpose of this opinion is to establish a competitive dialogue for the award of a development concession for the La Lainière – Pennel and Flipo – combed on Roubaix-Wattrelos.
Brownfield sites, in particular La Lainière, the oldest textile factory in Europe, the peeling industry and the Pennel and Flipo site are among the economic sites to be developed under the 1 000 ha economic policy, according to Resolution 03 C13 of 11 April 2003. At the La Lainière and Pennel-Flipo sites, a feasibility study was carried out by Lille Métropole Communauté Urbaine (LMCU) in 2005, as well as a pre-operational study on the site Le peignage – Due. Subject to the completion of land recycling operations, these studies have concluded that these sites have the potential for economic regeneration, accompanied by the need to re-establish links with surrounding neighbourhoods, by scheduling housing on certain urban fringes in particular.
The objectives of the LMCU project in partnership with the cities of Roubaix and Wattrelos are to:
— restore a new identity to this degraded sector by redefining the brownfield sites of La Lainière, Pennel and Flipo and the peeling industry,
— develop a dense, mixed, attractive and sustainable area of activities of the 21st century (predominantly economic purpose and habitat), by reinserting brownfield sites into the urban fabric,
— removing the economic land supply of the territory of the Republic of Moldova, which is very inadequate in relation to the identified needs and the fragility of the employment area,
— constitute an urban land supply complementary to that of the Union, by hosting production, crafts and small-scale logistics activities in all sectors of activity,
— producing urban and environmental quality, taking sustainable development as the guiding principle of the project.
At this stage, the project provides for the construction of approximately 115 000 m² of SHON, of which 70 % is for economic purposes and 30 % for a maximum habitat.
