Description

Customer-related service requirement: Expansion of the existing MPLS network with two schools, including the connection to the data center and the broadband network. This extension takes place within the defined ‘intranet’, which ensures secure, non-external communication between schools, administration and the data centre. Since a multi-provider solution is not technically feasible in the MPLS network and alternative approaches would jeopardise the isolated structure, which would entail an increased security risk and an unreasonable additional effort for the operation, the contracting authority invokes the right to conduct a negotiated procedure without competitive participation in accordance with § 14(4)(5) VgV exclusively with the previous contractor.
