Description

JA PRISM is a joint project of EU member states, divided into seven work packages. Four of these work packages are horizontal (coordination, dissemination, evaluation and continuity) and three of these work packages have been selected from the EU Good and Promising Practices portal. The Friend Circle activity (service) that is the subject of the procurement is one of the good practices selected in the Good and Promising Practices portal, and it has been selected as one of the work packages in this project, the purpose of which is to train the partners involved in Friend Circle activities. In addition, the project will support, consult and evaluate the work of the partner countries in Friendship District activities. The operating model is well established in Finland. Activities in Europe and beyond are being piloted. The Friends Circle operating model is based on extensive, researched data on loneliness and its alleviation in the elderly. The operations have been implemented for twenty years and are well established in Finland. In the peer review carried out by the European Commission, the Friends of the Elderly Work Federation has been selected as one of the best practices in the field of mental health. The acquisition is purchased from the Central Union of Elderly Workers (VTKL), as it is the only operator in Finland that owns the rights to the training and dissemination of Friends' Circle activities. Circle of Friends®, Circle of Friends Training®, Circle of Friends® and Circle of Friends® are registered trademarks owned by VTKL. In addition, VTKL has trained Friend district trainers, which other operators do not have. Each Circle of Friends training must include at least two Circle of Friends trainers. VTKL has Finland's only content-based expertise in the organisation of Friend District training and diverse networks for various organisations, professionals and researchers working in the field of development. The expert work that is the subject of the procurement requires special expertise or know-how that is not provided by other service providers and that only VTKL is able to implement, and there are no reasonable alternative or substitute solutions. On the above-mentioned grounds, a contracting entity may make a direct procurement in accordance with the Procurement Act. A procuring entity shall voluntarily publish a notice of intended direct procurement prior to the conclusion of a procurement contract.
