Germany-Bonn: Research and development services and related consultancy services
The aim of the project is to compare, quantitatively and qualitatively, the different approaches available so far, i.e. Strategic Reserve or Capacity Market in its various forms (comprehensive or selective/decentralised or centralised demand) for their effects (including their wholesale electricity price effects). The impact of the introduction of such models should be analysed not only in relation to each other (relative model impact comparison) but also, if possible, in relation to purely ad hoc changes in the current market design (e.g. in the direction of further effectiveness of balancing responsibility or a reorientation of the balancing market – EOM as a so-called baseline scenario).
In particular, evaluation criteria should be: Effectiveness, efficiency, transaction costs, distribution effects, transformation contribution, institutional and legal passability (Germany and Europe), flexibility of the electricity system, reversibility and design risks of the proposed additions.
