Framework agreement for structural planning and investigation tasks for small investment and operational construction projects in the North Karelia welfare area from 1 March to 28 February 2022. Possible option for the period from 1 March 2027 to 29 September 2022. The activation of the option shall be decided by the contracting entity concerned. The planning of the framework agreement arrangement will be carried out in renovation projects taking place in properties owned or leased by the North Karelian Welfare Area in the area of Siun Sote. Subsidiaries of the North Karelia Welfare Region may also use this Agreement on their own sites. The content, scope and costs of the projects vary. Project-specific objectives are defined in each project. The developer determines whether a selection procedure based on a framework agreement will be used in the planning of the project or whether the design will be put out to tender separately. Procurements comply with the Act on Public Procurement (1397/2016, 844/2019) and the Government Decree on Public Procurement (614/2007, 331/2010). Siun Sote’s technical services will build investment and operational economy projects in the well-being area. Technical services in the project group, depending on the type of project, are technical manager, project manager, construction engineer, hospital engineer, electrical engineer or space design specialist. The projects involve the representation of users and the representation of internal support services within the well-being area, as required by the project. The facility services are responsible for the construction of projects and the supervision of construction, from needs planning until the completion of the project and the end of the warranty period. As a rule, projects are carried out in the form of shared, fixed-price contracts in which the contractor acts as the main contractor and other subcontractors who are subordinated to the main contract. Operational economy projects and smallest investment projects are also carried out as calculations. The design of the sites will be carried out in stages. Construction 6. reception 7. commissioning and maintenance The builder reserves the right to interrupt the planning after each of the above-mentioned design phases. In such a case, the designers are not entitled to any compensation other than the above-mentioned stage with the permission of the developer. If the design is interrupted during the aforementioned design phase, the designer is entitled to compensation in accordance with clause 7.3 of the general terms and conditions of the consultancy firm. The procedures described in the planning programme (annexed to the contract notice) will be followed unless otherwise agreed on on a project-by-project basis. If a project is the subject of a separate planning programme, it will take precedence over this call for tenders. The developer selects the designers by site and project at their discretion. The architect works as the principal designer in the projects, unless otherwise agreed. Small design assignments can be carried out on the basis of the calculation principle, in which case the designer invoices according to actual hours. For each project, a cost estimate must be provided in advance once the content of the project is cleared. Within the framework agreement, procurement can be carried out by means of lighter competition. The simplified tendering procedures are carried out between designers who expect the developer to be able to perform the task to be assigned. Tenders must be submitted in writing. Tenders will be evaluated on the basis of price and quality or price alone. The criteria for comparison of project planners will be indicated in the relevant invitation to tender. At the time of termination of the framework agreement, pending design work under this framework agreement shall continue at the end of the framework agreement in accordance with the terms of the assignments.
