UK-East Kilbride: environmental management
DFID wishes to engage a supplier to design and implement a comprehensive monitoring and evaluation strategy for the strategic climate institutions programme (SCIP). The contract will start with a 6 month design followed by a 33 month implemetation phase. This pioneering initiative aims to strengthen the organisational and institutional capacity of the public sector, civil society and academia, and private sector in Ethiopia to improve resilience to local climate variability, enhance adaptation to future climate challenges, and benefit from opportunities for low carbon development and carbon sequestration.
This supplier will be required to deliver rigorous, feasible indicators and methodologies for the M&E of this complex project, and appropriate systems for the feedback on lessons learned into ongoing programme implementation. The M&E component will need to be particularly innovative and be situated in and contribute to the emerging area of measuring and evaluating climate resilience and low carbon growth.
There are two objectives for the contract.
— To develop a comprehensive result-based M&E strategy for SCIP during the inception phase of the programme,
— To undertake the monitoring and evaluation of SCIP over the lifespan of the programme, from 2011 to 2015. The Implementation phase will only commence on satisfactory completion and agreement of the design phase deliverables.
