Piłsudski’s ‘Design and build’ formula, which includes: 1) Stage I - which consists of all works specified in § 2 sec. 1 of Annex No 8 to the FTZ, including the preparation of design documentation in accordance with Annex No 9 to the FTZ; 2) Stage II – which consists of the execution of construction works on the basis of approved Design Documentation, performing author's supervision and obtaining a final decision on the use permit. 2. A detailed description of the subject-matter of the contract is attached as Annexes 8 and 9 to the FTZ. 3. The contracting authority, in accordance with Article 139 of the Act, provides for the reverse order of operations, i.e. it may first examine and evaluate the tenders and then make a qualitative selection of the Contractor whose tender was the highest rated, in terms of the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. 4. Requirements for employment on the basis of an employment relationship in the circumstances referred to in Article 95 of the Act: 1) The Ordering Party requires employment by the Contractor or Subcontractor on the basis of the employment relationship of persons performing the following activities in the scope of contract performance: a) earthworks, b) carpentry works, c) reinforcement works, d) concrete works, e) masonry works, f) plastering works, g) finishing works, h) roofing works, i) assembly works, j) works related to electrical installations, k) works related to sanitary installations, l) works related to teletechnical installations, m) road works. 5.
