The municipality of Utrecht is planning to conclude two framework agreements relating to the preparation of multiannual maintenance plans and Energie Maatwerk AdOpinions. The size of the contract concerns approximately 1050 premises which may be eligible to draw up an MJOP. Around 300 of these premises are eligible to set up an EMA. The premises have various functions of use and are divided into two lots. The possible works per building are:
Identify, inspect in accordance with NEN 2767, draw up plans (and roof) in accordance with NEN 2580, including measurement certificates, MJOPs drawing up energy labels in accordance with ISSO publications, EMA on the basis of the EPA methodology and also Maintenance and Energy Management Reports. For the Welfare and Care cluster, user maintenance should also be mapped for the Welfare Pites, as well as for the Sport and Recreation cluster.
Each year, the UVO designates a selection of the real estate portfolio to inspect. Approximately 70 premises per lot will be designated each year. It is possible that not all the tasks described need to be carried out. The UVO will provide information on this in the detailed terms of reference.
Lift installations and swimming pools are expressly excluded from this contract.
The contract is divided into two lots. The municipality of Utrecht intends to award the contract to one tenderer per lot. The lots are:
Lot 1: Concerns the Sport and Recreation, Education, Culture, Heritage and Research clusters. A total of approximately 487 buildings with a BVO of approximately 550 000 m².
Lot 2: Concerns the clusters Welfare and Care, Multi Functional Accommodations, Other, RO, and Housing. A total of approximately 563 buildings with a BVO of approximately 445 000 m².
Contracts will be awarded to the tenderers offering the most economically advantageous tenders, including qualitative aspects in addition to price.
The quantities referred to are indicative. You cannot derive any rights from this estimate of quantities and work. In addition, the number of premises may increase and/or decrease during the contract period.
