Description

1. The contracting authority will set up a framework agreement for a period of 12 months, following the application of the open tender procedure, with more economic operators in so far as there is a sufficient number of economic operators who have fulfilled the qualification and selection criteria and submitted admissible tenders. The first contract will be concluded for a period of 6 months and the following contract will be awarded by reopening the competition between the signatories of the framework agreement and will have a duration of 6 months.
2. The unaltered raman technical characteristics throughout the duration of the framework agreement.
3. Tenderers will submit their tender for all the products in the tender specifications.
4. The minimum and maximum quantities that could be procured during the duration of the framework agreement set out in Annex 1 to the specifications.
The first subsequent contract will be concluded for a period of 6 months by resuming competition between the signatories of the framework agreement. If there are several tenders ranked first, the contracting authority will ask through SEAP for documents containing new prices to be uploaded. The quantities of products to be purchased under the first subsequent contract are minimum quantities in the tender specifications. The following subsequent contract will be concluded for a period of 6 months by resuming competition between the signatories of the framework agreement. The reopening of the competition will be carried out via SEAP in accordance with the criterion of the ‘lowest price’, the contracting authority will simultaneously send an invitation to tender to all economic operators who signed the framework agreement who submitted admissible tenders.
