‘Concluding a framework contract for the supply, installation, configuration and maintenance of ICT infrastructure (hardware, software and accessories)’
This framework agreement should allow, for the duration of the contract, the necessary maintenance, renewal and extension of the ICT infrastructure.
This is always done in mutual consultation with the institution (s). The final purchase decision is always at the discretion of the institution (s).
(A) ICT infrastructure shall include:
— Windows domain and active directory,
— Servers and enclosures (rack, blade, tower, memory, etc.),
— Storage (SAN, NAS, disks, enclosures, switches, Fiber/iSCSI cabling, etc.),
— VM-ware environment (physical hosts, licences, ESXi, Horizon,...),
— Backup and archive systems (drives, libraries, storage SAN/NAS/DAS/Tape, software, tapes, etc.),
— Data centre related equipment (racks, Koeling, switching, UPS, etc.),
— Active network components (switches, firewalls, etc.),
— Options and peripherals,
— Associated software (VMWare, Oracle,... ). Microsoft licences are completely outside the scope of the agreement,
— Oracle databases,
— Microsoft SQL databases,
— Exchange environment,
— Tools for monitoring and pro-active approach to infrastructure so that system degradation can be detected in a timely manner. On the one hand, short term, e.g. flooding disk servers, on the other hand long term e.g. reaching capacity limits in terms of IOPS of the storage environment.

The following manufacturers are valid, inter alia: HP, Dell, EMC, NetApp, Nimble, Rittal, APC, Cisco, Juniper, Avaya,.... This list is not exhaustive.

(B) Configuration and maintenance shall include:
— Keep the infrastructure as defined on a constant arrow according to the needs and capabilities of the institution and, where necessary, always at a performant level
to be maintained in order to ensure the continuity of the organisation.
— Taking over maintenance of existing infrastructure, as soon as ongoing contracts expire or upon declaration by the institution (s). However, the institution (s) remain free to decide whether or not to grant such a transfer to another supplier without the provider being entitled to any form of (damage) compensation.
— Maintenance of new infrastructure to be procured within the framework agreement.
— Maintenancepacks and warranties via manufacturer.
— Reactive support:
— Support service desk.
— Review meetings.
—...
— Additional managed services by provider – pro-active.
— Regular health checks in consultation with the institution (s).
— Any monitoring systems that can provide more pro-active support.
— Performing software upgrades.

(C) Consultation may also be requested within this agreement, e.g. when choosing new infrastructure. However, the institution (s) retain the right to query other parties. Please note that this consultancy does not oblige the institution (s) in any way to purchase infrastructure from the awarded party, even within this contract.
Model project to which further reference is made is a renewal of a storage environment of around 60 TB in redundancy over 2 data centres + extension of VMware environment by 8 hosts.
