The subject of the contract is the supply of forty (40) vehicles of the type PICK-UP (4X4), to meet the needs of the regional Forest Services both for the protection of Forests and for their Management, within the framework of the approved Financial Program of the Special Management Body of the Green Fund "Protection and Upgrading of Forests 2024". More specifically, the subject of the contract is the supply of twin-track (4X4) pick-up trucks with the possibility of transporting five (5) people, including the driver and a loading platform (trolley) with a cover for the transport of equipment. The procured vehicles will be used in the context of the execution of the service needs by the local Forest Services of the General Secretariat for Forests of the Ministry of Environment and Energy. Supplied vehicles are required to travel on all road surfaces on and off road (4X4). These vehicles are intended for road use and fall within the scope of Directive 2018/858/EC. The subject matter of this contract is not subdivided into lots for reasons of security, brevity, achieving economy of scale and ensuring the successive development / progress of the implementation of the contractual subject matter. Uniform treatment is required for the implementation of the project, taking into account, on the one hand, the particularities of the Operator and, on the other hand, the need to complete and operate the subject of the contract in the shortest possible time. Above all, both the number of vehicles to be procured (40 in number) and, in that regard, the demand for the present economic and financial standing of the participating economic operators are not such as to limit participation in the present procedure for the award of a contract to small and medium-sized enterprises (SMEs). At the same time, it is ensured by the number of vehicles to be procured that tenderers will be able to achieve economies of scale, so that they will be able to offer the lowest possible price for all the procurement and subsequent technical support services. In this context and given (a) the number of vehicles to be procured (40 in number), (b) the requirements for their support services and (c) the necessity for the vehicles to be procured to be used on equal terms and under common technical characteristics on a case-by-case basis by the local forestry services of Greece, which are part of the organisational structure of seven (7) regional Forest Policy Implementation Inspectorates of the Secretariat-General for Forests of the Ministry of the Environment and Energy, it should be noted that the possibility of awarding parts of the contract to more than one contractor would result in a heavy administrative and coordination burden on the contracting authority.
