The object of the procurement is expert services for the needs of the Ministry of Social Affairs and Health (later Ministry of Social Affairs and Health) and the Ministry of Finance (later Ministry of Finance), as defined in the invitation to tender and its appendices. The procurement will take the form of an area-specific framework agreement. The aim of the framework agreement is, among other things, to acquire special expertise and capacity for the management, implementation and analysis of various projects/projects. The procurement is divided into three (3) sub-areas: 1. Support for the development of guidance in social welfare and health care - The aim of the procurement is to support the Ministry of Social Affairs and Health and the Ministry of Social Affairs and Health in the development and implementation of effective guidance systems. The support may concern the guidance of social welfare and health care content, the guidance of wellbeing services counties and/or the guidance of information management and digitalisation. 2. Support for the overall architecture of social welfare and health care - The scope of the procurement is expert tasks related to the definition and evaluation of the overall architecture of the social welfare and health care domain. The tasks include defining and maintaining the overall architecture descriptions, assisting and facilitating the organisation of working group meetings and workshops, and general planning, support, monitoring and reporting tasks related to the overall architecture. 3. Information management support in social welfare and health care - The scope of the procurement is information management consulting and conceptualisation services and tasks related to assessing the performance of the social welfare and health care service system. The subject-matter of the contract is described in more detail in the invitation to tender and its annexes, in particular in Annex 1 'Description of the subject-matter of the contract'. On the basis of the tendering process, the following suppliers will be selected by sub-area: - Sub-division 1 up to five (5) suppliers in order of priority, unless there are fewer suitable suppliers - Sub-division 2 up to three (3) suppliers in order of priority, unless there are fewer suitable suppliers - Sub-division 3 up to three (3) suppliers in order of priority, unless there are fewer suitable suppliers. In accordance with Section 42(3) of the Procurement Act, sub-area-specific contracts may also be implemented in sub-area 1 with fewer than five (5) suppliers and in sub-areas 2 and 3 with fewer than three (3) suppliers if there are fewer than five (5) tenderers or admissible tenders in sub-area 1 and fewer than three (3) in sub-areas 2 and 3. The contracting entity may extend the contract for two (2) option periods of up to one (1) year on the terms of the contract.
