PL-Katowice: public road transport services
1. The subject of the contract is the performance of public bus transport services on urban transport line No 619 in accordance with the timetables, in accordance with the rules set out in Annex 4 to the ToR – Draft contract.
2. The service provided is covered by:
(a) a ticketing system for passengers boarding the bus via the front door, consisting of the boarding of passengers on the bus at the front door while presenting the driver with a ticket or other document entitling them to travel without a ticket. Alighting from the bus shall take place by central or rear door,
(b) the Silesian Charter for Public Services envisaged for implementation in 2012,
(C) a dynamic passenger information system for vehicles operating on the above-mentioned line, including, in particular, visual and audio announcements of stops located on the route of the line concerned and providing passengers with additional information on public transport services.
3. Parameters of the urban transport line that is the subject of the contract:

— coverage: Siewierz Zamek – Siewierz Zamek by Siewierz Brudzowice Szkoła,
— he runs: school working days in hours 4:00 – 23:45, farm working days and holidays 4:00 – 23:45, Saturday 4:08 – 18:31,
— daily transport work: school working days – 344.30 km, farm working days and holidays 324.10 km, Saturday 253.80 km,
— total hours: 16:22 hours school working days, farm working days and holidays 15:38h, Saturday 12:53 h,
— stopping hours: 4:21 hours school working days, farm working days and holidays 4:21 h, Saturday 4:02 h,
— average operating speed: school working days 21.04 km/h, farm working days and holidays 20.73 km/h, Saturday 19.70 km/h,
— average communication speed: working days 28.65 km/h, farm working days and holidays 28.72 km/h, Saturday 28.68 km/,
— route length: 26.2 km.
The estimated total operational work for the above-mentioned line is: rolling stock A – 296 500 km.
4. During the procedure, the Contracting Authority shall make available to the Contractors the timetables for the above line within the Transport Organisation Unit. The Contractor to whom the contract will be awarded will provide a complete set of timetables before the contract is signed.
5. The contracting authority assumes the possibility of temporarily increasing or reducing the material scope of the contract, during any period of the contract, due to the need to organise urban transport on designated sections of routes as a result of ad hoc repairs of roads and tracks, or due to traffic difficulties caused by failures in the layout of the road network and tracks or for other reasons preventing the operation of basic replacement transport.
6. In view of the specific nature of the subject-matter of the contract, it is not permissible to subcontract the provision of public transport services by bus on the above-mentioned replacement service line.
7. The contracting authority envisages the start of implementation in 2012 of the Silesian Charter of Public Services (SPSP), the function of which will be used as an electronic ticket for public transport. Direct communication with vehicles will be implemented and financed by the ŚKUP project and a permanent internet connection will be required for the transmission of timetable data, reports and messages.
