Effects of carbon pricing and regulatory law on construction costs
In the climate policy mix, regulatory measures such as bids, prohibitions, conditions or limit values as well as market-based price and quantity instruments are used, each of which has an impact on the cost situation in the construction industry. While there is a relatively good understanding of the basic mode of action of the various instruments, the state of knowledge on the exact quantitative effects is unsatisfactory. What effects on construction costs were to be attributed to the regulatory requirements tightening since the EnEV 2009 and the EEWärmeG until 2024? How do rising prices for emission allowances (EU ETS 1) translate into changes in prices for new buildings? These questions are to be clarified with this research project.
