The subject of the call for tenders for the award of a public contract following an open procedure for the conclusion of a framework agreement is the annual and winter maintenance of local roads without serving and sanding on the territory of the municipality of Preddvor. The contracting authority shall award the contract for a foreseeable period of 48 months (4 years) from the conclusion of the framework agreement.
The contract is divided into lots. Section A mainly consists of the maintenance of asphalt roads, the construction of seals, the cutting of roads together with the material necessary for the execution of the works. Lot B covers the cleaning and sweeping of roads, the emptying of the bins and the collection of litter along the roads, the shading and sanding of macadam roads, the building of bankines, the purchase and maintenance of traffic signalling, the maintenance of shafts, the mowing of grass along the road and on public spaces, the cleaning of ditches and mulds and the carrying out of minor maintenance work on roads and associated facilities, etc. Tenderers may bid for the whole public contract or for an individual lot. Variants shall not be admissible and will not be taken into account by the contracting authority if received.
The model framework agreement forms an integral part of this tender document. The contracting authority will conclude a framework agreement with the successful tenderer in such a way that it will no longer open up competition between tenderers. The tender documents must be drawn up in accordance with the provisions of this tender specifications. The estimated value of the contract, for the entire contract period (48 months), amounts to a total of EUR 320000 excluding value added tax.
During the period for which the contracting authority awards the contract, the contracting authority is expected to need the services listed in the tender quote (Form 1b) for the annual and winter maintenance of municipal roads and described in the last annex to the tender specifications: Description of the subject matter of the contract and requirements of the contracting entity.
The estimated value of the contract represents an indicative cost of annual and winter road maintenance for the municipality and is calculated according to the contracting authority’s current annual needs and recalculated for the entire contract award period. During the performance of the contract, the estimated value of the road maintenance service may vary according to the actual needs of the contracting authority, depending in particular on the weather conditions that condition the need for winter maintenance.
