Description

This is a non-alloti defence or security market. The Aeroplane de Transport Ecole du Futur (ATEF) armament operation aims to redesign the training tool preparing military transport aviation missions and their operational environment. It will be implemented by the Ecole de l’Aviation de Transport (EAT), located on BA 702 in Avrd. The school’s main activity is the ‘transport specialisation’ of student pilots. The Holder will gradually put into service, on BA 702: - a fleet of certified pressurised twin-engine aeroplanes of homogeneous definition (a certified single aircraft type with possible modifications to meet the specific needs of the EAT); - the associated simulators (type envisaged at the stage of launching the procedure: FNPT level II in accordance with CS-FSTD regulations), various training tools and associated services; - infrastructure for aircraft storage, maintenance and training (simulators, briefing rooms, classrooms, etc.). The contract also provides for the support of all the supplies of the contract (aircraft, training facilities and infrastructure). As an option, the contract provides for the acquisition and support of additional aircraft of the same type for the French Navy (MN) on the Lann-Bihoué NAO and the associated services. As an indication, the maximum annual activity envisaged for the aviation training activity of the EAT will be 10 100 hours of flight time (HDV) and 11 100 hours of simulator time. The fleet will be sized accordingly by the Holder. For MN, the maximum activity envisaged will be 3,400 HDV. Depending on the need to adapt aviation activity, these hourly volumes may change during performance of the contract. The annual number of trainee staff concerned for the EAT will be around 80 trainees (French and foreign). For operational purposes in order to optimise the training programme, it will be required to store and make accessible all the data generated by the training facilities covered by this contract. The means of acquisition for training resources (aircraft, simulators, training tools, etc.) envisaged at the stage of launching the procedure is hire purchase. The contract will include optional tranches in accordance with the arrangements set out in the consultation file. The services covered by optional tranches may be added to the services ordered on a firm basis. The buyer reserves the right not to strengthen them.
