Negotiated tender for delivery, implementation, maintenance, support and development of IT solution to support the Interpretation Portal for the Danish Social and Housing Authority
The procurement process includes a contract for the provision, implementation, maintenance, support and development of an IT solution to support the Danish Social and Housing Authority in managing their interpretation scheme for citizens with a hearing disability – the Interpretation Portal. The National Board of Social Affairs and Housing's current IT solution to support the Interpretation Portal is a customer-specific developed solution, which was commissioned in 2011. The solution has since been continuously further developed and expanded with both basic functionality as well as complementary and supporting functionality, including integration into common public IT solutions in line with their implementation (e.g. NemID). In addition, the solution includes an app-based sub-component (the Interpreters app), which allows interpreters to sign for interpreting tasks performed, and gives interpreters access to an overview of their own interpreting tasks. The contracting entity's current IT solution supports the area of sign language, writing and deafblind interpretation in Denmark. The solution ensures that citizens with hearing disabilities can submit an application that the granting authority can handle on a case-by-case basis, and that an interpreter provider can then find a suitable interpreter to perform the interpreting task. All citizens with a hearing disability with an interpreting need can apply for setting up on the IT solution and can use the Interpreter Portal to request an interpreter. The current solution also facilitates the allocation and processing of appropriations and related interpreting tasks, and it also forms the necessary invoice basis on which the interpreter supplier can invoice. There are currently two authorisation authorities associated with the IT solution: DNTM and STUK. Both authorities support interpreters across the country through the Joint Framework Agreement concluded with the interpreting providers. As part of the performance of their public authority tasks, other public actors and authorities – including regions and e.g. the police – can be set up in the solution and order interpreters to perform a licence. The functionality of the current IT solution largely covers the current needs of the user groups and the stability/availability of the solution is high, but there are a number of limitations, which it is hoped that the offered IT solution to support the Interpretation Portal can address: Functionality: Support for enhanced functionality is needed. - Security: There have been a number of stricter requirements for security, data protection and separation of functions from different sides, which it is considered difficult and disproportionately costly to adapt the current solution to meet. - Architecture: There is a need for a flexible solution that minimizes the Social and Housing Agency's costs by extending functionality and supporting other areas of responsibility. - Ownership as system owner: There is a need for the Agency for Social Affairs and Housing, with an IT solution to support the Interpretation Portal, to be able to easily transfer and further develop this, possibly in cooperation with a new supplier after the expiry of the contract. The tendered delivery is structured as a delivery process that is organised iteratively with a focus on three (3) defined sub-deliveries. This approach is intended to support ongoing planning, follow-up and quality assurance of the delivery as well as ensure the possibility of ongoing reconciliation between the customer and the supplier throughout the contract period. When the Contracting Authority has organised an iterative approach focused on a number of sub-supplies in the defined terms of the development method, this is solely to ensure a flexible organisation of the activities and not because the Contracting Authority considers a genuinely agilely organised development process to be necessary. In addition, the height of innovation is considered too low and the degree of variability too small. More information can be found in Contract Annex 04 - Delivery Description. The annual total volume is estimated at DKK 1,700,000 excluding VAT, with a total estimated value of DKK 12,500,0000 (including options). The volume is purely indicative and is based on historical figures, which is why they cannot be taken as an indication of a guaranteed future turnover.
