Description

The Helsinki Region Environmental Services Authority HSY (Business ID 2274241-9) is organising an open tender for the distribution and collection of waste containers in the HSY area (Helsinki, Espoo, Vantaa, Kauniainen and Kirkkonummi). The time for providing the service is 6.10.2025-7.1.2029. For the purposes of this invitation to tender, "service provider" means the tenderer. HSY arranges statutory waste management services for residential properties and municipal services in the Helsinki metropolitan area. The number of customer properties covered by HSY's services is approximately 83,000. Tasks consist of service changes made by customers and containers broken during emptying, as well as mass changes in which all waste containers of a given waste fraction are renewed in a given service area. Tasks include supplying, retrieving and replacing containers at properties. The work can be carried out in accordance with the Waste Management Regulations in the Helsinki metropolitan area Mon-Fri between 5 a.m. and 10 p.m. and elsewhere in the HSY area between 6 a.m. and 10 p.m. Entrance to Seutula's container storage (Hanskalliontie 12, 01760 Vantaa) is possible Mon-Fri from 5 am to 10 pm and to Kivikko's container storage (Kivikonlaita 5, 00940 Helsinki) from 6 am to 9 pm. If necessary, HSY can also allow access to warehouses on public holidays and weekends. The service provider's driver must have a mobile phone at his/her disposal, from which he/she can be reached during working hours. The work is mainly carried out from Monday to Friday between 7 a.m. and 6 p.m. The service provider must also have a person responsible for the service area, who can also be reached after 6 p.m. if necessary. Drivers work under the direct supervision of the client. The client is responsible for overseeing the work and driving planning. No third-party goods or products may be transported in the load, nor may distribution and pick-up work be combined with other work. The use of subcontractors is not permitted for the provision of this service. If temporary agency work is used in the provision of services, the service provider must provide the Client with an explanation of the use of temporary agency work when submitting the tender or at the latest before the start of the contract in a pre-meeting. The Subscriber has the right to accept or reject the proposed arrangement. The containers returned to HSY must be delivered directly to HSY's warehouses, and the service provider may not store the containers in its own premises. The tools needed for installing and repairing the containers are acquired by the customer. In-vehicle computers and the necessary mobile data subscriptions (max. 4 units) are acquired by the subscriber. If the service provider needs more computers, the service provider acquires them on its own account. The costs of installing, servicing and operating the service provider's own machines are borne by the service provider. During the service period, it is possible that PDA/RFID devices will be introduced. The customer acquires the equipment (max. 4 pieces). If the service provider needs more equipment, the service provider acquires them on its own account. The costs of installing, servicing and operating the service provider's own machines are borne by the service provider. Waste facilities in customer properties are, as a rule, locked facilities. HSY has its own locking system for the passage of waste facilities. HSY provides the driver with the necessary key sets for the HSY area. The service provider is responsible for lost keys and access sensors, as well as any direct costs incurred. In addition, service production includes a small number of cardboard bales picked up from customer properties. The bales are on Euro pallets and their weight varies from 150 to 400 kg. The bales must be weighed and transported to the car with a pallet truck and delivered to the producer organisation's terminal in Seutula or Hakkila. No treatment fee is charged for the waste delivered to the producer. The service provider must inform HSY of the number and weight of bales collected by e-mail. A more detailed description of the service is presented in the attached model contract. All the above-mentioned services also comply with the General Terms and Conditions of the Public Sector (JYSE 2025 Services), unless otherwise stated in this invitation to tender.
