Description

Nature and scope of the change/supplement to the social care assignment: Introduction For 2021 et seq., the Municipality of Eindhoven and Springplank040 B.V. have concluded an agreement for the Social Reception after a tender procedure has been completed. Description of the call for tenders: Nature and scope of the change/supplement to the social care assignment: The modification of the assignment Social reception concerns the additional contracting for additional security for lot 1 MO Basic provision for 2025 and 2026. The contract is for a maximum total amount of € 1,589,417 per 2025. For the nature and scope of the original contract, please refer to the published tender documents. The modification of the contract may, without qualifying it as material, be based on a combination of Article 2.163 d or 2.163 e of the Aw. The requirements set out in this Article shall be met. The change does not change the general nature of the contract and the increase in price is less than 50% of the value of the original contract. For the proper execution of the service, the safety at locations and the environment, sufficient security at the basic facility is required, including mobile service (MS) service for all MO locations. This was not sufficiently taken into account unforeseen at the start of the contract for the basic provision. Due to limited possibilities for through- and outflow from the Basic Provision to a tailor-made provision or homes (in their own name), especially for the heavier group of homeless people, these people unexpectedly stay longer and to a larger extent in the Basic Provision than was provided for in the tender in 2021. This leads to a greater need for security and deployment of a mobile service service with a view to managing the relevant location and agreements about livability and safety with the environment. With the arrival of a combined central walk-in and basic facility, we also see that the number of visitors per day at certain times knows outliers and agreements with the environment about management, safety and quality of life require the adoption of additional (environmental) management measures, which is reflected in an additional deployment of security and MS service. Type of procedure Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the following cases: • Procurement is outside the scope of the Directive Declaration: Reason for contract extension at MO Basisvoorziening Security was included in the tender for the basic provision as part of the tender. It now appears that the size is insufficient for the reasons explained below. In addition, expansion of security as an adjoining service for the Basic Supply in 2025 and 2026 at MO locations and deployment of MS service for 24 hours a day for all MO locations is required. The municipality of Eindhoven has indicated in the tender what they expect from the provider to be contracted in terms of a safe environment and a safe shelter/stay for both participants and local residents of a basic facility. Due to the growing complexity of the target group and the increase in size, additional security and mobile surveillance is necessary at the various locations of the Basic Facility, both for walk-in facilities and 24-hour stays. This has also been agreed with local residents of locations for safety in the neighborhood. Security must necessarily be obtained from the contracted provider: One of the transformation goals that the municipality of Eindhoven aims to achieve through the Social Reception tender is the realization of more integrated services to the homeless. The contracted provider is fully responsible for this target group and the way in which it fills it in (the HOW). As main contractor Social Care, she is also responsible for safety in and around the MO locations. This implies that the contracted provider must organise this itself. Possibly by engaging/hiring third parties. Enabling the contracted provider directly simplifies the upscaling and downscaling of the required Security and the coordination between Security and on-site guidance. This is because it concerns a specific target group with which you must have experience and be able to deal. This ensures both the required quality and capacity (and therefore costs). For 2025 and 2026, the estimated costs for this additional security and MS service together amount to € 1,589,417. These are additional financial agreements for the year 2025 and 2026 and are for this period an addition to / further elaboration of the chapter "Payment services Basic provision" from the Tender Guide MO Basic and Customised provision, which is part of the contract and the tender documents MO Basic and Customised provision, dated 2 April 2020. Basis for the amendment: The modification of the contract may, without qualifying it as material, be based on a combination of Article 2.163 d or 2.163 e of the Procurement Act. The requirements set out in paragraphs of this Article shall be met. The maximum increase resulting from this amendment is € 1,589,417 for 2025 and 2026 and does not exceed 50% of the value of the original contract. Precise indication of the time limit for appeal procedures: This announcement has a standstill period of 7 calendar days, counting from the day after publication of this announcement on Tender Electronic Daily (TED).
