Germany-Cleves: Public road transport services
Provision of local public passenger transport services by bus on regular services pursuant to § 42 PBefG in the district of Kleve with cross-border links with other districts/city-free cities or the Netherlands.
The ‘Kreis Kleve I’ bundle of lines was awarded, consisting of the following lines: 7, 31, 32, 33, 34, 36, 37A, 45, 46, 47, 48, 50, 51, 53, 54, 55, 56, 59, 86A, 88, 90, 91, 93, 95, 97, SW1, 063, SB58 (EC and D) and 94 by open procedure. This will also include the AST services mentioned in the call for tender document (call collection taxi). In principle, transport services will start as of 01/12/2019. It should be noted that some of the lines can only be started at a later stage. More information on this and the associated procedure can be found in the tender document, in particular point I.8. There was a specific indication of the routes concerned and the dates on which the traffic can be started. With regard to the requirements to be met in the performance of the contract, please refer to the information in point III of the invitation to tender document ‘Concretisation of the contract to be awarded’ and to the information in the local transport plan of the district of Kleve dated 15 March 2018. In accordance with Article 5(3) of Regulation (EC) No 1370/2007, the contract was awarded through a competitive tendering procedure. In accordance with the requirements set out therein, the open procedure was chosen in the present case. Accordingly, after the deadline for the submission of tenders, no negotiations were held on the tenders submitted.
