Description

The subject of the contract is the supply of nine brand new command and communication vehicles (company command stations). The subject of the contract has been divided into lots. In accordance with Article 91(1) of the Public Procurement Act, the contracting authority allows partial tenders to be submitted. A tender may be submitted for one or two lots. The Contracting Authority shall not limit the number of lots for which a contract may be awarded to a single Contractor. Tenders in each lot will be examined and evaluated separately, i.e.: Part A – supply of 5 command and communication cars (company command stations), Part B – supply of 4 command and communication cars (company command stations). The purchase is carried out as part of the Project entitled: ‘Increasing the effectiveness of long-term rescue operations – Phase II’. The detailed description and method of implementation of the individual lots of the contract is set out in the CIP, i.e.: for part A of the contract in Annex 3A to the FTZ, for part B of the contract in Annex 3B to the FTZ. The Contracting Authority provides for the use of the so-called reverse procedure referred to in Art. 1 of the Public Procurement Act, i.e. The contracting authority will first examine and evaluate the tenders, and then make a qualitative selection of the Contractor whose tender was the highest rated, in terms of the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. In accordance with Article 257 of the Public Procurement Law, the Contracting Authority provides for the possibility of cancelling the procedure in question if the public funds which the Contracting Authority intended to allocate to finance all or part of the contract have not been allocated to it. The contracting authority may cancel the procurement procedure before the deadline for submission of tenders if there are circumstances that make the continuation of the procedure unjustified. The contracting authority does not provide for the award of contracts referred to in Art. 1 point 8 of the Public Procurement Law does not provide for an electronic auction.
