Description

The subject of this consultation is the supply of one to 4 vans for firefighting vans in accordance with the technical provisions of the Special Technical Specifications. Variants are permitted. Candidates may submit variants concerning the technical characteristics of the equipment provided for in the technical specifications. The tender specifications as a whole (both administrative and technical documents) constitute the minimum requirements that the tenderer must comply with. In this case, a company may propose a technical variant provided that it is at least equivalent to what is requested. Variants must be included in a commitment document other than that of the basic tender if the candidate submits a basic tender. The selection criteria will be the same for the basic tender and the variants. This contract is awarded by open invitation to tender based on Articles 26, 57 et seq. and 77 of the Public Procurement Code. This procedure concerns a contract with order forms with a minimum of 1 vehicles and a maximum of 4 vehicles. In accordance with the judgment of the Conseil d’etat, No 309136 of 8 August 2008, Commune de Nanterre, this order form contract is to be understood as a framework agreement within the meaning of the Community (Directive 2004/18/EC).
