The subject of this contract is: Preparation of an application form for financing the project “AM Europe” from km 15+500 to km 48+903 - Phase 2 under the Transport Connectivity Programme 2021-2027. The project is included in the Transport Connectivity Programme 2021-2027, with the Road Infrastructure Agency being the beneficiary of the Programme. In this sense, the objective of the procurement is to select a contractor to commission the preparation of the Application Form for funding, together with the necessary supporting documentation for the project “AM Europe” from km 15+500 to km 48+903 - Phase 2, as required by: - Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 laying down common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund and their financial rules and on the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy; - Union policy on the environment pursuant to Articles 11 and 191(1) TFEU, taking into account the United Nations Sustainable Development Goals, the Paris Agreement and the conditions set out in Regulation (EU) 2020/852 relating to 12 respect for the principle of ‘do no significant harm’ so as not to significantly affect the achievement of both the environmental and social objectives; - Regulation 2021/1058 of the European Parliament and of the Council of 24 June 2021 on the European Regional Development Fund and on the Cohesion Fund - Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union, amending Regulations (EU) No 1296/2013, (EU) No 1301/2013, (EU) No 1303/2013, (EU) No 1304/2013, (EU) No 1309/2013, (EU) No 1316/2013, (EU) No 223/2014, (EU) No 283/2014, and Decision No 541/2014/EU and repealing Regulation (EU, Euratom) No 966/2012 - Regulation (EU) 2020/852 of the European Parliament and of the Council of 18 June 2020 on the establishment of a framework to facilitate sustainable investment, and amending Regulation (EU) 2019/2088 - Regulation (EU) 2024/1679 of the European Parliament and of the Council of 13 June 2024 on Union guidelines for the development of the trans-European transport network, amending Regulations (EU) 2021/1153 and (EU) No 913/2010 and repealing Regulation (EU) No 1315/2013 - the Act on the Management of European Funds under Shared Management, the relevant sub-regulatory framework governing national rules on eligibility of expenditure, the Guidelines under Priority 2 ‘Development of road infrastructure along the “core” Trans-European Transport Network and road connections’ of the 2021-2027 Transport Connectivity Programme (TCP) and the Annexes to those Guidelines. The subject-matter of the contract shall include: A) Update of the Cost-Benefit Analysis: The consultant should prepare an update of the Cost-Benefit Analysis for the project, including a financial analysis, following the requirements of the Technical Specification (Annex A). For project AM Europe from km 15+500 to km 48+903, a Cost-Benefit Analysis has been prepared in 2021-2022 and will be provided to the contractor; The updated Cost-Benefit Analysis should be prepared according to the requirements of the TP Guidelines. B) Preparation and assembly of supporting documents/annexes to the FC: In addition to updating the Cost-Benefit Analysis, the Consultant should prepare all other documents and reports required by the TP Guidelines, except those that should be prepared by the relevant institutions/authorities/units upon request of the Contracting Authority, such as the Declaration of the body responsible for monitoring the sites in kind 2000; Declaration by the competent authority responsible for water management, etc. All the documentation and information available in the RIA necessary for the preparation of the FC and the supporting documents will be provided to the contractor. C) Application form for funding: C.1) On the basis of the results of the above-mentioned developments and taking into account all the studies carried out so far, the consultant will prepare an application form for financing of investment project "Europe Motorway" from km 15+500 to km 48+903 - Phase 2 in a format according to the TP Guidelines. The consultant will complete the FC with all required annexes to it. C.2) Form in UMIS: The consultant will also fill in the application form for funding for the project ‘AM Europe’ from km 15+500 to km 48+903 – Phase 2’ in the Management and Monitoring Information System 2020 ‘UMIS 2020’ (UMIS; http://2020.eufunds.bg/). The application form (application form) must be drawn up in a scope and content consistent with the regulatory requirements, guidelines and guidelines of the TSG.
