The state of Saxony-Anhalt has invested EUR 3.3 billion in several special funds set up by the state through its own investment architecture. The investment universe is broadly diversified across the global equity and bond markets. There is a special fund for funds with a short-term investment horizon (Elbe Fund) and a fund for funds with a long-term investment horizon (Brocken Fund). The Brocken fund consists of 10 segments, each managed by specialized asset managers. The capital management company is Universal Investment GmbH and the depositary is BNP Paribas Securities Services S.C.A. The Ministry of Finance of the State of Saxony-Anhalt is the representative of the investors of the special AIF. Currently, 21 different assets of the country are invested in the Brocken Fund. The largest investors are the “Altlastensanierung des Landes Sachsen-Anhalt” and the “Pensionsfonds für dieversorgung und Beihilfen der Versorgungsempfänger des Landes Sachsen-Anhalt”. The funds of the special fund “Altlastensanierung” are used to finance already identified remediation projects of the state of Saxony-Anhalt. The financial assets of the “Pensionsfonds für die Versorgungs und Beihilfen der Versorgungsempfänger des Landes Sachsen-Anhalt” are invested in the future. It serves to finance future utility and aid expenditures of the state of Saxony-Anhalt. The subject of the procedure is the award of financial services in connection with portfolio management.
