Description

"Supporting seamless, safe and efficient operation of the Central IT Infrastructures of the Municipality of Thessaloniki for a period of twenty-four (24) months", based on the award criterion of the most economically advantageous tender based on price, with a budget of € 312,480.00 (VAT 24%). The Municipality of Thessaloniki maintains and develops a complex and extensive network of Information and Communications infrastructure, which consists of a Data Center in the Town Hall covering the Town Hall and about 120 buildings throughout the city. This network includes high-performance Cisco devices, which ensure the safe, uninterrupted and efficient operation of the Municipality's services. The network of the Municipality of Thessaloniki is based on a hierarchical architecture, which includes three basic levels: 1. Core Layer (Central Network): The core network is located in the Data Center of the Town Hall and is the core of the infrastructure. Here are the main servers, data storage devices, and Cisco devices that manage VoIP data traffic and telephony. The main devices in Core Layer are: Cisco Nexus 56128P Switches They are used for high-performance interconnection between servers and storage devices. o Cisco firewall firepower 2110, CISCO firewall firepower 1120, ASA-5545-X firewalls: Provide protection against threats and ensure network security. o CISCO UCS 5108 Blade Server: They are used for virtualization and application hosting. o Data storage devices (Storage): NETAPP FAS2650, NETAPP AFF-C190. 2. Distribution Layer: This level connects the Core Layer with the peripheral buildings and inner points of the town hall and manages the data traffic between them. The main devices in Distribution Layer are: Cisco Nexus 56128P switches, C1000-48T-4X-L switches: They are used to manage data traffic between devices in the Data Center. 3. Access Layer: This level provides access to the network for users in peripheral buildings. The main devices in Access Layer are: Cisco ISR 1101 routers Manage WAN connections and ensure communication between buildings. o Cisco WS-C2960-48TC-L switches: They are used for connecting computers, printers and IP phones to buildings. o Cisco IP phones (7962, 7906, 3905, etc.): They provide VoIP telephone services throughout the network. 4. Cloud services: The Municipality of Thessaloniki also uses Cloud services through the G-Cloud (Government Cloud) of the GGPS & DD. These services include application hosting and data storage; extendable and flexible. In order to ensure and maintain the safe, uninterrupted and effective operation of the aforementioned, as well as to achieve the continuous extensions and changes to them, the Directorate for e-Government, Information and Communications (ICT) has qualified and experienced scientific and technical staff. This staff undertakes the day-to-day supervision, development, maintenance and improvement of these infrastructures. However, due to the rapid evolution of technology and continuous upgrades, as well as the continuous emergence of new services, it is obvious that the Municipality of Thessaloniki cannot manage and support these infrastructures on its own. Even companies or organizations much larger than the Municipality of Thessaloniki, which have much larger IT and Communications services, encounter problems with the human resources required to operate and manage such infrastructure and services. Therefore, it is necessary for the Municipality of Thessaloniki to seek and cooperate with experienced, reliable and certified companies in the field of Information and Communication Technologies (ICT). These companies should provide specialized and integrated operation-management and support services in order to ensure the uninterrupted, safe and efficient operation of the aforementioned systems. Managing this infrastructure requires qualified personnel with CCIE, VCP-DCV, Microsoft Certified certifications. Therefore, the Municipality of Thessaloniki should conduct a tender with a view to awarding these support services through a contract, which in this study will be referred to as a maintenance contract. This maintenance contract will be valid for twenty-four (24) months and the contractor will be selected using the above-limits Electronic Open Tender procedures. The support will include the aforementioned services and infrastructure, i.e. the integrated data and telephony network in the City Hall, the data and telephony networks in the regional buildings of the Municipality of Thessaloniki, the servers and services that form the central computing and storage infrastructure, as well as any other service described in the technical specifications of the contract. The services to be provided by the selected contractor include, but are not limited to: • System restoration and installation services. • Scheduled system installation and configuration services. • Software and server support services. • VoIP telephony support services. • Off-site backup services. • Parts and equipment replacement services. • Other specialised services described herein.
