Description

As part of the school expansion programme, the Free Hanseatic City of Bremen plans to expand the school locations of Schaumburger Strasse High School and Stader Strasse Primary School, with the aim of developing a common school campus. In this context, both schools are to be expanded into a W+E location for children with special needs. In the course of the construction project, an extension from a three- to a four-course school on the grounds of the secondary school is planned for the primary school on Stader Straße. The high school is to be expanded from a four- to a six-movement. In addition, the extension to the part-bound full day of the high school and the new construction of a doubt sports hall to cover the additionally arising sports hall requirements are planned. Furthermore, a six-group kindergarten (including demolition of the existing building on Bismarckstraße in the north) and a campus building with a cafeteria and library are to be built on the new campus. Phase 0 has been completed for the entire educational campus. The basic feasibility has been determined and the space program is available. The proposed plot of land is owned by the city. There is no interim solution on the property for the implementation of the construction project. The construction and development of the property as well as grubbing-up and initial planting are carried out by the contractor within his performance limit, depending on the planning. Part of the object of procurement is the extension of the secondary school on Bismarckstraße including the Zweifeldsporthalle, the new construction of the kindergarten (six-grouped) and the new construction of a campus building including a cafeteria (addition ‘Extension Building 2004’). The implementation of the overall measure is to take place in two construction phases. In the first construction phase, the new building of the campus building including the cafeteria and the day-care centre is to be realized. Afterwards, the kindergarten moves from its old location (Bismarckstraße) to the new location. The old nursery building is to be dismantled afterwards. At this point, in the course of the second construction phase, the extension of the secondary school and the new construction of the Zweifeldsporthalle will be realized. The goal of the Free Hanseatic City of Bremen is to procure the construction project taking into account an optimized interlinkage between planning and construction. The client therefore intends to implement the construction project through a total contractor award (TU award). For details, please refer to the procurement documents. In particular, the draft contract also contains provisions on collateral. For example, it is envisaged that, at the time of signature of the project contract, the contractor will be required to provide a joint and several performance guarantee from a credit institution authorised in the European Community with a very good or good creditworthiness as security for the fulfilment of all contractual obligations in the production phase (‘contract performance guarantee Sich-1’), i.e. from the signature of the contract until acceptance. This guarantee serves to secure the performance of the contract as well as all ancillary, follow-up and other claims of the project contract including the warranty claims, any claims for damages or repayment of any overpayments including interest. A security for claims for defects (Sich-2) must be provided for the warranty period. This serves to secure the customer's claims for defects, in particular due to defects present at and/or after acceptance, including compensation for damages, as well as the fulfilment of the customer's claims due to subsequent performance that has taken place but is again defective.
