Description

Reason for the competition:
The Konrad Adenauer Foundation plans to supplement the existing administrative building at Klingelhöferstraße 23 in Berlin-Tiergarten with a useful area of approximately 3 800 m² for approximately 240 workstations. The addition is to be made as cultivation on the neighbouring plot.
Objective of the competition:
The interdisciplinary implementation competition for architects (planning of buildings and indoors) and engineers (planning of technical equipment) is prepared and implemented in consultation with the Senate Administration for Urban Development and the district of centre of Berlin. We are looking for a functional, design, technically and economically convincing design that fits into the particular urban planning situation at the Klingelhöferstraße and, together with the existing administrative building, forms an architecturally high-quality ensemble.
Type of contest:
The competition is presented as a restricted implementation competition under RPW 2013 and VOF. The procedure is anonymous.
Follow-up:
A negotiated procedure in accordance with Section 11 VOF will be carried out with the winners after the completion of the implementation competition. The competitive outcome feeds into the negotiated procedure and is given a weighting of 50 %. A further 25 % of the scores in the negotiations relate to the further development of the outcome of the competition by the candidates in accordance with the recommendations of the jury. The full award criteria will be published at the latest at the time of the invitation to the negotiations. The weighting will be designed in such a way that the junior winners have an opportunity to be awarded the contract.
After the conclusion of the negotiated procedure, the contractor intends to entrust the successful tenderer with the services of service phases 2-8 in accordance with § 34 and § 55, provided that no significant reason prevents the award of the contract. The contract will be contracted in stages according to the performance phases of the 2013 HOAI (stage contract). In the event of further assignment, the contest participant’s services already provided by the contest shall not be re-remunerated up to the amount of the price if the main parts of the design contest continue to be used as a basis for further processing.
