Description

1. The subject of the contract are successive deliveries of bread and confectionery in 2026 to the 41st School Aviation Base in Dęblin. 2. The procedure is marked with a reference number: 29/25/N. 3. The proceedings were divided into two (2) independent tasks: - TITLE I – the subject-matter of the contract is successive deliveries of bread; - TITLE II – The subject-matter of the contract is the successive supply of confectionery products. 4. The contracting authority accepts the possibility of submitting partial tenders, which should be understood as meaning that the contractor may submit a tender for the full material scope of one or two tasks (parts) of the contract. Each complete task is part of the order. The Ordering Party allows the possibility of submitting a tender for all or a selected task (part of) the order. Each task (part) of the contract will be assessed separately. Tenders not containing the full scope of the subject of the contract specified in individual tasks will be rejected on the basis of Art. 1 point 5) The PPL Act. 5. The subject-matter of the contract, its manufacture, method of packaging and transport must meet the requirements in accordance with the applicable provisions of food law (national and EU) and, in particular, concerns tasks I and II: the Food and Nutrition Safety Act of 25 August 2006; the provisions of Regulation (EC) No 1935/2004 of the European Parliament and of the Council of 27 October 2004 on materials and articles intended to come into contact with food; c) the provisions of the Regulation of the Minister of Agriculture and Rural Development of 23 December 2014 on the labelling of particular types of foodstuffs; the provisions of Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of foodstuffs; e) the Act of 21 December 2000 on the commercial quality of agri-food products; Regulation (EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety. Food Safety and laying down procedures in the field of food safety; Regulation (EU) No 1169/2011 of the European Parliament and of the Council of 25 October 2011 on the provision of food information to consumers, amending Regulations (EC) No 1924/2006 and (EC) No 1925/2006 of the European Parliament and of the Council, and repealing Commission Directive 87/250/EEC, Council Directive 90/496/EEC, Commission Directive 1999/10/EC, Directive 2000/13/EC of the European Parliament and of the Council, Commission Directives 2002/67/EC and 2008/5/EC and Commission Regulation (EC) No 608/2004. 6. The subject of the order will be delivered in packaging marked in accordance with the Regulation of the Minister of Agriculture and Rural Development of 23 December 2014 on the labelling of particular types of foodstuffs and Regulation (EC) No 1935/2004 of the European Parliament and of the Council of 27 October 2004 on materials and articles intended to come into contact with food and repealing Directives 80/590/EEC and 89/109/EEC and the Act of 25 August 2006 on food and nutrition safety. 7. For the entire duration of the contract, the contractor must have in place a valid administrative decision of the competent authority of the State District Sanitary Inspector to approve the establishment, specifying the type and scope of activities related to the subject-matter of the contract, in accordance with Articles 61 and 62 of the Act of 25 August 2006 on food and nutrition safety and a valid document confirming the application of the implemented HACCP system (‘Hazard Analysis and Critical Control Points’ – ‘Hazard Analysis and Critical Control Points System’) – (Food and Nutrition Safety Act of 25 August 2006. 8. The detailed description of the subject of the contract is specified in this FTZ and: 8.1. OBJECTIVE I: - Annex No 1 to the FTZ, i.e. the offer form; - Annex 2a to the FTZ, i.e. Minimum quality requirements; - Annex 3 to the FTZ – i.e. the draft provisions of the agreement; 8.2. OBJECTIVE II: - Annex No 1 to the FTZ, i.e. the offer form; - Annex 2b to the FTZ, i.e. Minimum quality requirements; - Annex 3 to the FTZ – i.e. the draft provisions of the agreement;
