Description

The Finnish Border Guard as a Buyer (later FBG) hereby invites you to submit tender regarding EASA Part FCL helicopter training for three (3) helicopter pilots and one (1) airplane pilot. Tender shall fulfil the compulsory requirements (Shall) set out in this Invitation to Tender. In the event that the tenderer or tender does not meet the above mentioned "Shall" requirements, it may be excluded from the competition and will not be admitted to the evaluation of tenders. In this invitation to tender: "Shall" means a requirement, which is obligatory. "Should" means a requirement, which is desirable. “Service” means Training plus related supplies and documents. Tendered Training Shall include: a) CPL(H) Integrated Course or b) CPL(H) Modular Training and c) CPL (A) with IR (A), MCC and AUPRT Training. Tendered Training Shall include theoretical training up to ATPL(H) IFR level taking into account credits due to existing ATP(A). A tenderer offering requested Training Shall have required Training programs accepted by Civil Aviation Authority before commence of the tendered Training. A tenderer Shall take into account pilots existing experience and theory knowledge and credit it as comprehensively as possible in Training according to tenderer’s policy and CAA-requirements for crediting existing experience. Principles should be presented in tender, but the exact crediting will be agreed during the Training. Initial Training Schedule Initial schedule for the Training should be following: Training Shall be delivered starting from the first week of September 2025 and it Should finish at the latest on calendar week 31, 2026. The following calendar weeks will be initially reserved for the Training: •Year 2025 calendar weeks: 36 - 42, 44 - 47, 50 - 51. •Year 2026 calendar weeks: 1 - 7, 9 - 12, 15 - 27. (After week 31 Training can be continued on calendar week 36, if needed.) The students will have a three-week-long summer holiday and the maximum of 3 additional weeks for other studies during which one of the students will be flying while one of the students has a holiday/other studies. Language used during tendered training Shall be English or Finnish.
