Project management for services for the implementation of the action plan of the Land Low Water Concept 2.0

In response to the pronounced dry season from 2018, the MLEUV has developed the state low water concept. It was published in 2021 and, in simple terms, includes a strategy for consolidating the landscape water balance. To this end, at the end of 2021, a contractor was committed by the MLEUV to carry out an inventory in all river basins by means of a structured process and to create appropriate communication structures in order to identify, prepare and initiate the necessary measures to stabilise the water balance with potential carriers based on this. The implementation relies mainly on the cooperation of the regional actors in the 16 river areas of the country. The development basically followed a bottom-up approach, i.e. with close involvement of the regional actors (including water, environmental and agricultural authorities of the state and the rural districts/district-free cities, water maintenance associations) in order to include regional knowledge and wishes, to qualify the projects if necessary and to provide sustainable financing. Funding for measures should preferably be provided through the environmental department's "Landscape Water Budget" funding guidelines. A technical support procedure optimised in close cooperation with the so-called low-water team (at the MLEUV) integrates funding into the implementation of the Land Low Water Concept and ensures that applicants receive technical support in the planning and implementation of measures. The so-called "low water coordinators" (hereinafter referred to as "NW coordinators") are introduced as contact persons in the regions, the processes from ideation to project conception and application are established together with the main applicants, the water maintenance associations (GUV), and corresponding bodies for communication of the topic of "low water" are introduced in various constellations (e.g. core teams from water authorities, GUV, NW coordinators, LfU and possibly others). The contract ends in October 2026. It is further referred to as the "initial order for the implementation of the Land Low Water Concept" (abbreviated: "First Order"). The first order is to be re-commissioned in a modified, supplemented and further developed form. These terms of reference form the basis.
