Description

Proceedings aimed at concluding framework contracts for the provision of services related to accreditation reviews in the period from the date of conclusion of the contract to 31.12.2025, conducted on the basis of Art. 1 point 1 of the Act of 11.09. 2019 Public Procurement Law (Journal of Laws 2019, No. Journal of Laws 2023, item 1605, i.e. as amended), hereinafter referred to as "PZP", in accordance with the relevant provisions concerning the award of an open tendering procedure with an estimated value exceeding the value of the contract specified in the provisions issued on the basis of Article 3 para. 2 of the Public Procurement Act. The Contracting Authority shall allow partial tenders to be submitted, divided into the following lots: Part 1 – conclusion of framework agreements for carrying out accreditation reviews in POZ units by the POZ accreditation inspector/POZ accreditation visitator; Part 2 – conclusion of framework contracts for carrying out accreditation reviews in POZ units by the POZ coordinator’s inspector/visitor; Part 3 - conclusion of framework contracts for conducting accreditation reviews in hospitals by an inspecter of the PPMS coordinator/visitor of the PPMS coordinator; Part 4 - conclusion of framework contracts for the provision of services relating to accreditation reviews in hospitals by doctors' inspectors/visitors; Part 5 - conclusion of framework contracts for the provision of services relating to accreditation reviews in hospitals by nurse inspectors/visitors and by inspectors/visitors carrying out other professions. The Contracting Authority allows the submission of partial tenders divided into the ones indicated in point. 3.3. SWZ Lots — The Contractor may offer to perform the contract for any number of lots. A DETAILED DESCRIPTION OF THE PROCUREMENT OBJECT BY PART OF THE IMPLEMENTING AGREEMENTS IS SET OUT IN ANNEXES 1.1.-1.5. To the SWZ. The maximum number of Contractors with whom the Contracting Authority will conclude framework contracts is: Lot 1 — not more than 39 Contractors; Lot 2 — not more than 30 Contractors; Lot 3 — not more than 25 Contractors; Lot 4 — not more than 40 Contractors; Lot 5 – not more than 30 Contractors. The purpose of the FWC is to establish the terms and conditions for contracts that may be awarded during the term of the FWC (i.e. from the date of its conclusion until 31.12.2025), in particular the maximum prices per accreditation review man-day. The signing of a framework contract for the conduct of accreditation reviews is a necessary condition for further participation in enforcement proceedings for the conduct of accreditation reviews in specific medical entities. The method of implementation of the framework agreement is described in point. 3.9 SWZ. The contracting authority shall provide for a maximum of 160 accreditation reviews for each lot and a maximum of 140 accreditation reviews for each lot for Lot 3, Lot 4 and Lot 5 under the framework contract. The figures given are estimates, and the actual number of inspections carried out will result from the current needs of the Ordering Party. The contracting authority provides that the accreditation review will, as a rule, last 1 day in the POZ unit and 3 days in the hospital. In specific situations (e.g. a large medical entity, a medical facility with several locations in different distances, a large number of patients or a small facility providing hospital services), the review may take longer or shorter. The exact number of review days will be determined at the enforcement stage.
