Post-notification, Direct procurement of patient monitors to Mikkeli Central Hospital
This is a contract award notice. The procurement has previously been pre-notified as a direct award. Etelä-Savo's well-being area Eloisa makes a direct procurement of patient monitors needed for emergency services at Mikkeli Central Hospital as a one-off procurement. The acquisition includes eleven (11) IntelliVue X3 patient monitors, eight (8) IntelliVue MX40 monitors, a charging station, installation, user training and backbone cables. The equipment is purchased to replace broken and end-of-life equipment. New equipment included in the procurement is necessary to ensure patient safety. In accordance with the terms of the agreement, the devices will be updated to the list of devices for contract 2024.242.1 / Agreement on the procurement of a software and hardware maintenance service for a patient monitoring system for the period 1.4.2024-31.3.2029, Philips Oy. The total value of the acquisition is EUR 82 297 (VAT 0%). Taking into account the procurement package, i.e. the totality of the patient monitoring system, the procurement exceeds the EU threshold. The object of the acquisition is defined according to CPV code 33195100-4 Monitors. A contracting entity shall have the right to award a direct contract on the following grounds: Section 40 of the Act on Public Procurement and Concessions (1397/2016), Direct Procurement 2), for technical reasons or reasons related to the protection of exclusive rights, only a particular supplier may carry out the procurement; an additional condition is that there are no reasonable alternatives or substitutes and that the absence of competition is not the result of an artificial narrowing down of the terms of the contract; PICiX Central Monitoring System and Philips IntelliVue patient monitoring monitors are used in the intensive care and supervision department, on-call service and in the departments of Mikkeli Central Hospital. Mikkeli Central Hospital has a valid contract for the software and hardware maintenance service of the patient monitoring system with Philips Oy. The new patient monitors will be integrated into the existing patient monitoring system. Patient monitors (IntelliVue X3) intended to be used at the patient site and for intra-hospital transfers must be compatible with IntelliVue host monitors already in place at Mikkeli Central Hospital, as the patient monitors are intended to be used together with the host monitors. Patient-accompanied monitors (IntelliVue MX40) must be compatible with the Philips IntelliVue Information Center iX system for data transfer. Only Philips Oy can supply monitors that are technically compatible with the central monitoring system and other IntelliVue patient monitors. The investment budget will only allow patient monitors to be renewed to the extent necessary for patient safety. The contracting entity does not have the budget to renew the entire patient monitoring system or, more broadly, patient monitors for economic reasons. There are therefore no reasonable alternatives or substitutes for direct award.
