Description

The subject of the market dialogue is the procurement of the road lighting control service 2026-2036 under preparation for the needs of the Finnish Transport Infrastructure Agency and the Centres for Economic Development, Transport and the Environment (later ELY Centres). BACKGROUND AND OBJECTIVES The objective of the procurement is to enable state-owned road lighting to operate reliably nationwide with simultaneous control, but distributed by control area. In addition, the aim is to obtain reliable and extensive information on the state of road lighting control. As far as road lighting is concerned, the service to be procured covers approximately 4650 road lighting centres and approximately 250,000 luminaires. The service includes a centre-specific and luminaire-specific remotely controlled control service. The procurement has been prepared by the Finnish Transport Infrastructure Agency and the Centres for Economic Development, Transport and the Environment. The procurement will be put out to tender nationwide, but the contracts will be divided into separate contracts with the individual ELY Centres listed here. A total of 9 ELY Centres will be contracted (Uusimaa, Southwest Finland, Pirkanmaa, Southeast Finland, North Savo, Central Finland, South Ostrobothnia, North Ostrobothnia and Lapland). The contracting entities are four separately designated Centres for Economic Development, Transport and the Environment (Lappi, Central Finland, Southwest Finland and Southeast Finland), each of which comprises several Centres for Economic Development, Transport and the Environment, i.e. each of the four Centres for Economic Development, Transport and the Environment will be tasked with several contracts. The subscriber's target schedule for the implementation of the market dialogue and procurement is: - Market dialogue (technical dialogue), February 2025 - Publication of the invitation to tender, May 2025 - Calculation period of the invitation to tender, May-August 2025 - Comparison of tenders, autumn 2025 - Procurement decision, autumn 2025 - Contracts concluded at the end of 2025, when the new and old service contracts will run in parallel for approximately one year - The dismantling of the devices of the current control system will begin as agreed on 1 April 2026 in cooperation with the service provider of the new control system - The new control system and the service under the contract must be operational on 1 August 2026 - Current service contracts expire on 1 December 2026. ----- ADDITIONAL INFORMATION FOR NOTIFICATION This notification is a pre-notification. No offers are requested under this notice. The prior notification is accompanied by an invitation to a market dialogue, in which case all suppliers interested in the procurement have the opportunity to engage in technical dialogue with the Finnish Transport Infrastructure Agency on the procurement. The purpose of the technical dialogue is to conduct a general dialogue on the subject matter of the procurement and its definition. Technical dialogue does not bind the Finnish Transport Infrastructure Agency to carry out the procurement. In addition, the technical dialogue does not bind the supplier to participate in a possible tender, nor does it exclude participation if the supplier has not participated in the dialogue. The technical dialogue will take the form of bilateral discussions between the client and potential suppliers. The contracting entity sends invitations to the selected suppliers for the dialogue by the end of January and delivers the final dialogue materials approximately 2 weeks before the dialogue. The dialogues will take place during February 2025 (indicative date 10-11.2). In bilateral meetings, the contracting entity is interested in hearing the suppliers' comments, especially on the requirements and pricing model presented in the drafts. The objective of the technical dialogue is to ensure that the tender documentation is clear and that the contracting entity receives good tenders corresponding to the tender. If the tender documents contain requirements to which the tenderer cannot commit or a requirement to increase the price of the service unreasonably, this must be clearly stated during the technical dialogue. In addition, the Contracting Entity reserves the right to comment on the draft versions of the final tender documentation and to answer the Contracting Entity's new questions related to the subject matter of the procurement.
