Description

The port area in Kassel has so far benefited neither from its proximity to Fulda and the city's interesting port situation nor from its scenic surroundings. In order to activate the potential for a new development and revitalisation of the port area, there is a considerable need for urban planning action. Due to dominant commercial and large-scale uses and building structures, the port area does not currently have an attractiveness and charisma that is effective in terms of urban space. The lack of accessibility to the port and Fulda reinforces this. Fortunately, the large property owners located in the competitive area show a willingness to change the use and development of their properties. The competition is intended to give this willingness to develop a qualified basis. The competition area has a size of approx. 11.0 ha. 1.7 hectares of private green space with integrated nautical uses are to be designed as part of the ideas. The aim of the realisation competition is the development of a dense urban development district and its sustainable development, taking into account framework-related issues such as monument protection or climate protection and climate adaptation requirements. The two-step process serves to communicate and exchange between different experts, ownership, citizenship and potential investors. This is also intended to make it clear to the owner without planning knowledge which positive developments are possible in urban planning as well as in building construction at this location. The aim of the competition is to develop solutions that meet expectations at different levels of actors (city and owner). The competition is also intended to create a binding basis for cooperation between the city and the owners, so that they can participate reliably and decisively in the development of the area. A qualified development of the port area is also intended to support the transformation of the neighbouring "co-op quarter", which has already begun, and to continue the upgrading of the quarter, which is in the process of being developed here, to the area around the harbour basin. The procedure thus creates the basis for a future possible development, which is to be secured under planning law by the seamlessly subsequent land-use plan procedure. This land-use planning as well as a design manual are the contract promise that results from the open urban planning and open space planning competition and the subsequent negotiated procedure.
