Description

Framework agreement for architectural design and investigation tasks for small investment and operating economy building projects in the North Karelia welfare county between 1 December 2024 and 30 November 2027. Possible option for the period 1.12.2027 - 30.11.2028. The decision to exercise the option is made by the contracting entity concerned. The planning of the framework agreement is carried out in renovation projects in properties owned or leased by the North Karelia Welfare Region in the Siun Sote region. Subsidiaries of the North Karelia Welfare Region may also use this agreement in their own locations. The content, scope and costs of the projects vary. Project-specific objectives are defined separately for each project. The developer determines whether a selection procedure based on a framework agreement will be used in the design of the project or whether the design will be put out to tender separately. Procurement is governed by the Act on Public Procurement (1397/2016, 844/2019) and the Government Decree on Public Procurement (614/2007, 331/2010). Siun Sote Business Premises Services builds the investment and operating economy projects of the wellbeing services county. Premises services are responsible for the construction of projects and supervision of construction, from the planning of needs to the completion of the project and the end of the warranty period. The projects are mainly carried out in the form of shared, fixed-price contracts, in which the building contractor acts as the main contractor and the others as subordinated side contractors to the main contract. Operational economy projects and the smallest investment projects are also carried out as calculations. The planning of the sites will be carried out in phases. The stages are YTV2012 part 3 Architectural planning 1. project planning and planning preparation 2. proposal planning 3. general planning 4. implementation planning 5. construction 6. reception 7. commissioning and maintenance The developer reserves the right to interrupt the planning after each of the aforementioned planning stages. In that case, the designers shall not be entitled to compensation corresponding to a stage other than the one referred to above, which has been carried out with the consent of the developer. If the design is interrupted during the aforementioned design phase, the designer is entitled to compensation in accordance with section 7.3 of the consultant's general terms and conditions KSE 2013. The procedures described in the planning programme (annexed to the contract notice) will be followed unless otherwise agreed on a project-by-project basis. If a separate planning programme is drawn up for the project, it will be followed primarily in relation to this invitation to tender. The developer selects the designers by site and project at his/her discretion. The architect will act as the main designer in the projects, unless otherwise agreed. Smaller design assignments can be carried out on a calculation basis, in which case the designer invoices according to the actual hours. For each project, a cost estimate must be provided in advance after the content of the project has been determined. Within the framework agreement, procurements can be carried out with lighter competition. Reduced competitive tendering will be carried out between those designers who the developer expects to have the prerequisites to perform the task assigned. Tenders must be submitted in writing. Tenders will be evaluated on the basis of price and quality or on the basis of price alone. The comparison criteria for the project planners will be specified in the call for tenders in question. Planning work in progress on the basis of this framework agreement at the time of termination of the framework agreement shall continue at the end of the framework agreement in accordance with the terms of the assignments. A more detailed description of the framework agreement arrangement in the Planning Programme (attached to the contract notice).
