The facility service of the City of Kemi requests your quote for planning services in accordance with the invitation to tender. The framework agreement can be utilised in other units of the farm services or the City of Kemi. The invitation to tender concerns consultancy services. The subject matter of the design or the content of the assignment included in it is not defined at this stage. Possible assignments may include, for example, minor alterations and renovation planning tasks. The procurements are divided into three different difficulty categories, which are divided into different design areas. The tenderer may offer groups of more than one category of complexity and more than one sub-area. As a rule, the city's properties are demanding, very demanding or exceptionally demanding in the demanding category. The assignments mainly consist of renovations, including in protected buildings. A framework agreement will be concluded on the basis of a tendering procedure, in which there will be a maximum of five (5) service providers in each sub-area, unless there are fewer qualified tenderers and fewer admissible tenders. If there are more than five offers in one area/requirement category, the selection will be made from the selection of five (5) service providers/requirement category to the framework agreement on the basis of a price comparison based on the time-charging price of the designer's work. The contract includes an option period of one (1) year. The subscriber decides on the exercise of the option period 3 months before the end of the actual contract period. In connection with each task, the client has the possibility to use any of the selected consultants, depending on whom the client considers most suitable for each task. A mini-competition can also be organised among the selected candidates. In procurements of more than 60,000 euros, a mini-tendering will be organised among at least three selected candidates by sub-area. The City of Kemi does not undertake to commission any particular number of consultants from any selected consultant. The City may unilaterally terminate the contract with one or more consultants. The framework contract does not oblige the Customer to purchase services from contract suppliers. The client has the right to commission/competition design work separately from the framework contract. The payment basis for the orders shall be the time-charging prices indicated in the tender.
