At the initiative of the BMVI, a track access pricing system with a noise-differentiated component (laTPS) was introduced in 2012/13.
The contractor (AN) shall support and advise the BMVI on the noise-differentiated track access pricing system, the conversion of freight wagons to composite brake blocks and the federal noise reduction initiatives.
The noise-differentiated track access pricing system must be linked to a wide range of interfaces between stakeholders in the sector, other public authorities/sorts and in the European context. In addition to the official provisions under the Federal Funding Guidelines, there is a need to coordinate certain aspects of the network usage conditions between DB Netz AG, EBA and the Federal Network Agency. There is also a need for a large number of non-legal votes. This includes preliminary consultation with those involved in the process in order to coordinate the approach. Issues relating to noise protection beyond the laTPS should be taken into account in order, for example, to enable integration into the national traffic noise management concept and in the European context.
In this respect, it is also necessary to consider relevant technical developments in the railway sector, such as in the area of composite brake blocks. Furthermore, the proposed or adopted rules must be communicated to the affected circles of national transport undertakings, wagon keepers and their associations, as well as at EU level. In order to evaluate the status of refurbishment in 2016 and any necessary operational regulation measures, as provided for in the coalition agreement of 16 December 2013, it is necessary to clarify a number of issues and to implement them as part of the specific administrative practice. The same applies to a connection rule from 2020. The increased activity at EU level brings together intensive discussions at EU level and with other Member States, which also require addressing regulatory systems in other Member States.
