1.1. Preparation of a feasibility study The content of the feasibility study: Strategic justification for the investment project; An assessment of needs related to the implementation of the investment project, the root causes of the investment; Description of the conception of the investment project, project design; Data collection, creation of a database; Identification of potential sites belonging to the facilities of the investment; Option/optional analysis (at strategic level, at the level of technical solutions globally and per element); A description of ‘best practices’ available on the basis of domestic and international experience; Identification of the investment and operating/maintenance costs for each option; Cost-effectiveness analysis of specific options; An analysis of the socio-economic costs of certain options; A preliminary environmental assessment for each option (‘scoping’ and/or ‘screening’); start the analysis under Article 4.7 of the Water Framework Directive 2000/60/EC, depending on the nature of the project; An analysis of the exposure to climate change for each option; Result of a comparison between options, selection and presentation of the best option; Carry out any necessary additional analyses related to the planning of project preparation and implementation according to the JASPERS organisation, flood safety requirements and artefact safety needs; Definition of reconstruction tasks The following tasks should also be developed by the Contractor as part of the feasibility study, related to the concept description and alternative/optional analysis. Modernisation of the methodological development of the general status assessment of our registered large water engineering works; Development of a prioritisation methodology; The prioritisation and prioritisation of the execution of the necessary reconstruction operations; Selection of first stage artefacts; An assessment of the status of the selected artefacts;
The discovery and review of the inspection documentation of the selected structures; Development of possible technical solutions for reconstruction of the selected artefacts. The use of inspection experience of the installation in reconstruction planning; The feasibility study shall be delivered in a printed format and one copy in an editable digital format. Documentation on the definition of reconstruction tasks shall be supplied in an annex to the study in hard copy and 1 copy in an editable digital format. 1.2. Additional and other activities Tasks to be carried out within the framework of complementary and other activities: Assessment of the compliance of the investment project with State aid rules and its impact on the aid; Preparatory measures for land purchase (if necessary); Coordination of the project with partner institutions (locally competent water directorates); A detailed timetable for the implementation of the remaining activities from the project preparation and the annual timetable for the investment project; A description of the capacities of the organisation implementing a preparatory project and its use in the investment project; Preparation of detailed schedules showing the duration, cost and (planned) content of each part of the phases/tasks inherent to the project implementation phase. The supplementary study shall be delivered in 4 copies on paper and 1 copy in an editable digital format. The Contractor should establish a partnership with a civil society organisation, in the form of a partnership agreement, until its contractual obligations have been fulfilled. The Contractor must involve the contracted civil society organisation in the design work (in the processes defined by the Contractor) as part of a partnership. 2 copies of the Partnership Agreement shall be delivered on paper by the final date of completion. The Contractor’s 2014 report to the Commission. — It must contribute to the preparation of grant applications for the preparation of the implementation of certain planned projects in the period from 2020 (depending on the publication of specifications setting out the requirements for the preparation and submission of aid applications during the period of completion or availability), for a maximum period of 24 months. As part of the implementation of the project, an information sub-site will be created on the Client’s website, the content of which must be uploaded by the Contractor. The documentation to be prepared must comply, in terms of content and form, with the relevant legal and technical requirements, the requirements of the authorities involved in licensing and the requirements and proposed templates of the KEHOP Guide for Applicants (if already available at the time of completion).
