Description

1. The subject-matter of the procedure and the contract is to select the Contractor for the design, construction and supply of an experimental station consisting of a vacuum-lock spectroscopic chamber and a preparation chamber for an experimental line based on curvature magnesium at the National Synchrotron Radiation Centre SOLARIS (hereinafter SOLARIS) in Kraków.
1.1 The activities related to the performance of the contract on behalf of the Jagiellonian University (the Contracting Authority) will be carried out by SOLARIS Synchrotron Radiation Centre (hereinafter SOLARIS).
1.2 The contract also includes the option of installing an experimental station. The contracting authority reserves the right to waive the option reserved, i.e. the installation of the compartments by the Contractor, and will inform the Contractor thereof by the end of the 3 month following the date of the award of the contract, i.e. the date on which the contract was concluded.
1.3 The contracting authority shall provide for the award of complementary contracts, based on Article 67. 1(7) of the PPL, consisting of extending the supply to the types of components and vacuum chambers concerned, as well as mechanical elements, which together account for no more than 20 % of the estimated value of the contract.
1.4 The contract is co-financed by the European Union from the European Regional Development Fund and from the State budget under the Operational Programme Innovative Economy 2007-2013, Project No POIG.02.01.00-12-213/09, entitled /National Centre for Electromagnetic Radiation for Research Purposes – Stage I/Priority 2. R & D Infrastructure, Measure 2.1, Development of centres with high research potential.
2. The contractor must ensure that the contract is performed within the deadline indicated in point 4 of the ToR, i.e. by 30.4.2015, where:
2.1 The scope of the procurement without the right of option, i.e. without the installation of the experimental station referred to in point 3.2 above, must be carried out by 31.3.2015, including the execution of the spectroscopic chamber project with the preparation chamber up to 8 weeks from the date of conclusion of the contract,
2.2 to 2 weeks from the date of conclusion of the contract, the Contractor must provide a prescribed timetable for the performance of the subject of the contract, taking into account at least the following stages:
2.2.1 execution of a technical design;
2.2.2 Production, acceptance of factory tests;
2.2.3 delivery.
3. The contractor must offer the subject matter of the contract in accordance with the Contracting Authority’s requirements set out in the ToR, in particular the technical and functional requirements of the Contracting Authority as detailed in point 3.10. TOR.
4. The Contractor must offer the subject of the contract covered by the guarantee for a period of 18 months after the delivery.
5. The contractor must provide a flat-rate tender price for the subject of the contract in the form of an individual calculation, taking into account the requirements and provisions of the ToR, in particular by indicating separately the price for: (a) the design, construction and delivery of the spectroscopic chamber with vacuum lock, (b) the design, construction and delivery of the preparation chamber, and (c) the price of the option to install the experimental station together with SAT tests, and in the tender form a flat-rate price for the whole subject of the contract and the option.
6. If the Contractor announces the employment of subcontractors, a list of subcontractors must be attached to the tender with the scope of the tasks assigned to them (part of the contract).
7. The contractor must sign and fill in the tender form and its annexes or submit a tender corresponding to their content, and may sign and attach to the tender a model contract which forms an integral part of the ToR. The contractor must attach to the tender all the documents and declarations and annexes set out in the ToR.
8. The contracting authority shall provide for the possibility of awarding supplementary contracts consisting of the extension of supply to certain types of components and vacuum chambers, as well as mechanical elements, representing no more than 20 % of the estimated value of the contract.
