The subject of the contract is the general planning for the new building HOVER (04.18) on the campus of Forschungszentrum Jülich. The scope of services of the general planning includes the following performance diagrams: - Property planning according to § 34 HOAI - Structural design according to § 51 HOAI - Technical equipment according to § 55 HOAI Planning and consulting services: - Thermal insulation and energy balance in accordance with AHO Issue 23/ Appendix 1.2 HOAI - Building and room acoustics in accordance with Appendix 1.2 HOAI ----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- This includes the open handling of alpha-radiating radionuclides and small 15g nuclear fuels (planned classification under permit law according to § 12 (1) No. 3 Radiation Protection Act (StrlSchG) and DIN 25425 (full series of standards)) in corresponding radiochemical laboratories, which are to be carried out as control areas according to § 58 (2) Radiation Protection Ordinance (StrlSchV) with the necessary specific infrastructures including high-quality ventilation systems and wastewater collection system as well as radiation protection instrumentation. The laboratory rooms are classified in room categories according to DIN 25425-1 (RK 0-3), and this DIN prescribes the radiation protection and safety equipment to be provided in each case. The laboratory infrastructure planned in Jülich will be a cornerstone of the Helmholtz research program NUSAFE (Nuclear Waste Management, Safety and Radiation Research) and will further strengthen the cooperation between the participating HGF centers KIT (Karlsruhe Institute of Technology, HZDR (Helmholtz Center Dresden-Rossendorf) and Forschungszentrum Jülich. The planned materials science radionuclide laboratory HOVER in Jülich is also intended to be accessible as a facility for use by universities and industry, while at the same time helping to ensure the preservation of competence in nuclear waste disposal in the long term. --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The maximum cost of the project approved by the donors is €23,839,000. The project is to be processed using the BIM planning method. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ ▪ Vibration isolation of the building opposite the premises of Forschungszentrum Jülich GmbH and the resulting influences. ▪ Vibrational isolation (decoupling) of the microscope foundations in the building. ▪ Minimization of the negative effects of radiation sources through the most massive execution of the walls, ceilings and floors (in the case of plasterboard construction, lead and fuse insert must be partially provided) ▪ Implementation of DIN 25425 (full series of standards) according to RK, including some laboratories with the highest category RK3 (i.e. very high requirements for the TGA) ▪ As a room, the isotope storage must meet very high security requirements (no windows, very massive, highest anti-theft and fire protection class. ▪ Large collection system with the possibility of buffer or decay storage (minimum 4 x 5 m3) ▪ Realisation of air conditioning system parts, cooling water supply, technical gases VE water, etc. The necessary documents and data of the equipment to be installed will be made available to the contractor by the client after the contract has been awarded. The construction project is financed as a grant building project with funds from the federal government (90 %) and the state of North Rhine-Westphalia (10 %). The realization of the construction project is subject to the funding reservation of the grantors. The contract also includes the preparation of the application and construction documents in accordance with the guidelines for the implementation of grant construction measures (RZBau). The building, including the office part, is to be certified according to the current BNB system variant laboratory building (BNB_LN_V2020). The tendering of the works and the start of construction depend on the initial cost estimate to be drawn up and the subsequent approval of the budget. The completion/handover to users is planned in the 4th quarter of 2029. Space requirements for new laboratory and office buildings : • Laboratory/control area 650 m2 (NUF) • Office area 419 m2 (NUF) • Social and storage area 143 m2 (NUF) The maximum cost ceiling for the laboratory and office building approved by the sponsor shall be: €23,839 million net for cost groups 200-700.
