South Savo Welfare Area Eloisa has made an agreement on a special-level institutional service in accordance with the Child Welfare Act for one (1) child welfare substitute care customer with effect from 15 April 2026 with a contract of indefinite duration in accordance with a customer-specific decision. A special-level institutional care unit has more staff per child in a care and upbringing function than a basic-level child welfare institution. In addition, the unit has focused on activities that require special expertise. The agreement has been made with the Hiekkaniemi unit of Nevalanmäki Family Homes Ltd.
