The subject matter of this public procurement is ‘Development and park development in Regulated Area XXVII-1145 and Regulated Area XXVIII-1145, in 63 according to the plan of the quarter. Sarafovo, Burgas, representing PI with identifiers 07079.820.1253 and 07079.820.1251 under the KKKR of Burgas – Stage I – alley network, playground and recreation areas in central and western part of PI XXVIII-1145 PI with identifier 07079.820.1251. The public procurement will be implemented through a grant from a project: ‘Sustainable and Intelligent Urban Infrastructure for Activity, Healthy Lifestyle and Education in the City of Burgas’, with which the Municipality of Burgas applies under the ‘Development of Regions’ Programme 2021-2027 and through the Municipality of Burgas’s own budget resources. The project aims to implement integrated interventions that change the overall structure of the territory of several locations, establishing the integrated connection between the urban area, the coast and the lakes, creating conditions for a better quality environment for habitation and development of the local potential on the territory of Burgas. The site Development and Parking in Regulated Area XXVII -1145 and Regulated Area XXVIII-1145, in 63 according to the plan of the quarter. Sarafovo, Burgas, representing the PI with identifiers 07079.820.1253 and 07079.820.1251 of the KKKR of Burgas. Taking into account the large scope of the project, the Contracting Authority divides its implementation into the following three stages: Stage I – alley network, playground and recreation areas in the central and western part of UPI XXVIII-1145 PI with ID 07079.820.1251 Stage II – urban garden and parking in the north-western part of UPI XXVIII -1145 PI with ID 07079.820.1251 and alley network, urban garden, parking, sports and recreation areas in UPI XXVII-1145 PI with ID 07079.820.1253 Stage III – alley network, urban garden, parking, recreation and recreation areas in the eastern part of UPI XXVIII -1145 PI with ID 07079.820.1251 PI - subject to this order, covers the western and central part of the park, as part of the PI with ID 07079.820.1251. At this stage fall part of the main promenade, a bicycle route and an alley network with a variety of functional areas dedicated to recreation, art and play. The new alley network of the park is consistent with the natural displacement of the terrain. By designing main and secondary alleys following the horizontals of the terrain, the project aims to provide the maximum number of accessible routes. The project envisages the transformation of the territory into a functional park environment with a modern approach and functional, visual, spatial and technical linking of all project proposals with the existing context. This aims to promote and validate alternative mobility models (bicycles, walking), create pedestrian and green spaces to achieve an integrated green system connecting coastal areas, provide functional links with the Lake Park and the Black Sea coastline with the newly designed park in Kv. Sarafovo, consumption-oriented. The planning of the environment has an approach to fully facilitate the movement of pedestrians and cyclists through the territory, building an accessible environment and creating saturation with functions for year-round employment. Functionally alley network includes: - Preservation of the existing asphalt promenade with pedestrian and bicycle traffic within the PIS XXVIII-1145 PI with ID 07079.820.1251 along the fishing port. - Main promenade along the beach in the Sarafovo district, a natural continuation of the pedestrian approach from the city of Burgas and secondary promenades; - Bicycle promenade as a natural continuation of the bicycle route from the city of Burgas. The bike lane is divided by the main promenade, both through landscaped sections and in height. For the implementation of the development and park development activities in Regulated Area XXVII -1145 and Regulated Area XXVIII-1145, in 63 according to the plan of the quarter. Sarafovo, Burgas, representing PIs with KKKR identifiers 07079.820.1253 and 07079.820.1251, Burgas Municipality has prepared a technical investment project. A technical investment project is presented, complete in parts: Architecture, Structures, Geodesy, Geology, Electrical, Water supply and sewerage, Parking and public works, Fire safety. They are an integral part of this documentation. The proposals in the tenders should comply with the attached project documentation. The construction is a third category in accordance with Article 137(1)(3)(c) of the Spatial Development Act and Article 6(3)(4) of Regulation No 1 of 30 July 2003 on the nomenclature of types of construction works. A detailed description of all the activities envisaged is contained in the attached technical specification and in the technical investment project, which form an integral part of this procedure.
