Framework agreement Textile full supply
The two clients are part of the group of companies Medical Center for Health Bad Lippspringe gGmbH. The non-profit company operates clinics and institutes in the areas of rehabilitation, acute medicine, nursing, outpatient care, medical trade as well as teaching and research. The Medical Center for Health Bad Lippspringe gGmbH - MZG Westfalen - operates the following clinics: Cecilien-Klinik, Lindenstr. 26, 33175 Bad Lippspringe Klinik am Park, Auguste-Viktoria-Allee 25, 33175 Bad Lippspringe Klinik Martinusquelle, An der Martinusquelle 10, 33175 Bad Lippspringe Klinik für Orthopädie, Traumatologie u. Sportmedizin, Kurparkstraße 21, 33175 Bad Lippspringe MZG - Klinik Schanzenberg, Schanzenberg 23, 32805 Horn-Bad Meinberg. Karl-Hansen-Klinik GmbH operates the following clinic: Karl-Hansen-Klinik, Antoniusstraße 19, 33175 Bad Lippspringe, Germany. In the context of this procurement procedure, the contracting authorities will identify the service partner for the coming years for the conclusion of a one-partner framework agreement. The procurement procedure in question includes the decentralised full textile supply including a comprehensive textile supply assistance (see terms of reference) with high-quality textiles. In addition, the concept of the provision and operation of central and decentralized RFID clothing removal and return systems for the customer's locations must be offered. The service is awarded by negotiated procedure with participation competition, since the contract includes conceptual or innovative solutions (cf. § 14(3)(2) VgV) and, moreover, the contract cannot be awarded without prior negotiation due to specific circumstances related to the nature, complexity, legal or financial framework or the associated risks (cf. § 14(3)(3) VgV). There is no division into lots due to technical and economic reasons. The contractor takes over the external textile supply for the clinics and functional areas of the clients. The framework agreement has a duration of six years. The extended term under Paragraph 21(6) of the VgV results from the fact that the contractor must make extensive textile and mechanical investments at the start of the contract and adjust its operations and fleet to the scope of services in order to be able to provide the service. The investments include the purchase of the textiles, their labelling and pre-treatment, as well as the procurement, delivery and commissioning of logistics and organisational equipment (in particular clothing dispensing systems, roll containers, if applicable vehicles), thus creating a considerable investment burden for the contractor (cf. provisions of the contract). With the planned term, an economically reasonable amortization of this expense is to be made possible and thereby also economic offer prices are to be secured. In addition, the supply includes complex logistics across several locations and a variety of textile types, sizes and user groups. Setting up and adapting the supply requires an introductory phase. A change of provider after only 4 years would repeat this complex process with a strong influence from the hospital procedures unreasonably short intervals and affect the efficiency of the care and security of supply. The estimated order volume is excluding VAT. 4.595.000. The relevant quantitative limits are set out in the Annex "Price sheet_MZG draft".
