Licences and assistance with the operation and management of applications built on the Genus platform.
Politiets fellestjenester, on behalf of the Police IT Unit (PIT) intends to enter into a contract for the delivery of licence and maintenance services connected to the Genus platform for Genus AS. Some of the police ́s systems for daily operative work have been developed as application models based on the Genus platform. The Genus platform is a no-code developer tool that provides a framework for the development of other software. The Police application models will not function if the police do not have access to licences and maintenance on this platform. The existing licence agreement expires at the end of June 2025. The Genus platform was developed by Genus AS and the company has all the immaterial rights to the software. Licence and maintenance services on the platform can therefore only be provided by Genus AS, and the terms in § 13-4 letter b, alternative 3 "the tenderer has the sole right, including intellectual property rights" are fulfilled. The police also have a need for assistance with daily management and further development of our Customer applications that are built on the Genus platform. A thorough needs mapping has been carried out by the Customer and market dialogue has been carried out, where, among other things, targeted surveys and relevant suppliers have been contacted. Although the Contracting Authority has implemented measures to reduce dependency on Genus AS, only Genus has the necessary competence to cover the need for management and further development of the Contracting Authority ́s application models on the Genus platform. It is, therefore, not possible to hold a competition on consultancy services for the management of the Contracting Authority ́s applications built on the Genus platform. The terms in § 13-4 letter c, alternative 2 "competition are impossible for technical reasons" are therefore met. Any objections to signing of the contract must be received within ten days calculated from the day after the date of this notice.
