Advice for the construction of a new heating centre at Svanemøllen. Partial agreement 10. Specialists for Electrical Boilers & Pipeworks
The contract provides for the provision of advice for the construction of a new heating centre (SMC). The plant is to be built on ‘bar field’ and there are requirements for the architectural expression of the new building. The building will be located on the old coal site, north of the Svanemølle Power Station. The volume of the building is given in advance, as well as the overall decor. The total construction cost is estimated at 1,250 MDKK. Resource costs (external and internal hourly costs) are not included in the construction cost. The advisory tasks (this call for tenders) concern technical advice and assistance at all stages, cf. HOFOR’s Project Model “PPL – Professional Project Management”. The advice is offered in the form of shared advice with responsibility for planning, in the case of both ‘usual advice’ and ‘resource deposits’, depending on the lot. HOFOR’s background for the provision of shared advice is that a Project Team with the best collaborators on the market is put together for the implementation of the project. In total, the advisory services are divided into 11 lots, each of which is offered as a stand-alone tender. The tender specifications for this call for tenders only cover Lot 10. In excerpt: This sub-agreement covers the provision of technical advice on electrical boilers and piping systems. The specialists refer to the subproject manager up to and including the design phase, then refer to the construction manager during assembly and finally to the commissioning manager during commissioning. Specialists must attend project meetings as needed. Tasks and responsibilities under the Partial Agreement are as follows: • Refer to and collaborate closely with Subproject Manager. • Responsible for Retail Design and Quality Assurance, Resource Adaptation, Competences, Support and Professional Supervision. • Project/dimension plants (detailed design and calculation), including defining innovative and optimal process design/technology choices in collaboration with Subproject Manager. • The consultant must draw up quality activity plans for the individual sub-agreements both in the design phase and in the execution phase • Coordination and reconciliation with suppliers regarding the exchange of project data and coordination of construction site. • Parallel design of deliveries and building deliveries, and the consultant must therefore continuously coordinate his design (calculations and drawing basis) against suppliers, and proactively seek this coordination. • Ongoing coordination in connection with assembly work, including coordination with suppliers around construction sites, cranes, timetables, assembly requirements, etc. • Contribute to the elaboration of evaluation criteria for technique and quality of deliveries. • Prepare technical requirements specifications for Tendering and participate in negotiations and evaluation of tenders for the contract. The consultant is responsible for the evaluation of the technical part of the tenders. • Develop technical specifications for client deliveries within the sub-area. • The consultant must ensure interface coordination with other contracts. • Participate in construction and commissioning meetings on the construction site, including continuously contributing to follow-up on progress, technical changes, quality, economy, HSE, FAT, SAT, defects and possible deviations. • Responsibility for contract follow-up, including obtaining guarantees, ensuring that the prerequisite for payments is met, enforcement of daily fines, any additional orders, etc. • Assess supplier requirements, changes and the impact of additional orders on economy, time and quality.
