Description

In this context, it appears necessary to carry out the first evaluation studies included in the Evaluation Plan of the Partnership Agreement 2021-2027, foreseen for the evaluation of the following policy objectives (POs): • PO 1 - A more competitive and smarter Europe by promoting innovative and smart economic transformation and regional ICT connectivity - Evaluation of PA3 "Progress towards the competitiveness, innovation and digital transformation of Romanian society" (Lot 1); • PO 2 - A greener, resilient, low-carbon Europe moving towards a zero-carbon economy by promoting clean and fair energy transition, green and blue investment, the circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable urban mobility – Assessment of PA7 "Progress to reduce CO2 emissions" (Lot 2); • PO 3 - A more connected Europe through the development of mobility - Evaluation of PA11 "Progress towards the development of mobility" (Lot 3); • PO 4 - A more social and inclusive Europe implementing the European Pillar of Social Rights - Evaluation of PA14 "Progress for the development of social and more inclusive Romania" (Lot 4). The procurement is divided into lots according to the above policy objectives. An operator (or an association of economic operators) may participate in several lots or only in one. There will be one bid per lot. The evaluations must lead to a number of conclusions and lessons learned, accompanied by related recommendations, which can be transferred in operational terms to MIPE, so as to serve its decision-making purposes regarding the management of the PA 2021-2027, with a view to confirming whether the start of implementation is in line with expectations and the theory of change, as well as identifying possible deviations from them, with a view to taking corrective action, if appropriate.
