Description

Air Ambulance Services of Norway is planning a new procurement of Helicopter Emergency Medical Services. The procurement will include a complete operation from 14 HEMS bases with 15 helicopters. This includes the procurement and operation of helicopters with the necessary additional helicopters for maintaining operation and emergency vehicles, manpower, maintenance, training etc. Air Ambulance Services of Norway has base facilities at our disposal, apart from Brønnøysund. Pilot and HEMS Technical crew Member must be present on duty with an activation time up to 15 minutes 24 hours a day, all days a year. The tentative contract period is planned to be from 1 June 2028 to 31 May 2034, with an option for an extension for 2+2 years. The government has assessed the different models for organizing the Helicopter Emergency Medical Services that was reviewed by an expert group in 2021 and by Oslo Economics in 2023. In 3 July 2024, the regional health trusts have been asked to clarify whether there is a basis for carrying out a direct assignment to the ideal company; Norwegian Air Ambulance Foundation/ their subsidiary. As a part of this work, it is important for the regional health authorities to get a good picture of what the market can offer. In connection with this, Air Ambulance Services of Norway would like to invite potential service providers to give input under the following topic, cf. annex Part I Questions to potential suppliers: realistic schedule for the start-up of operation selection of helicopter models costs It is not planned to make major changes as regards the content of the current service. The tender documentation from the previous notice in 2015 gives a good picture of what shall be delivered in the next contract period. It is therefore desirable that potential tenderers estimate a price for the delivery for the future contract based on the tender documentation from the previous notice. If possible, Air Ambulance Services of Norway would like to get a description of the most important cost drivers since the last tender. Input and answers to questions from potential tenderers will be non binding. In order to maintain the necessary progress in the project, we would like input as soon as possible and at the latest by 15 January 2025.
